APPLICANT REQUESTS THAT:
His Officer Selection Brief (OSB) be corrected to reflect his correct
academic education.

APPLICANT CONTENDS THAT:
The academic information section should include the following degree:
Licentiate in Medicine and Surgery from the Complutense University,
School of Medicine in Madrid Spain. This degree is an academic and
professional equivalent to the degree obtained after graduation from a
School of Medicine in the United States.
In support of the appeal, applicant submits a copy of his Report of
Evaluation of Educational Credentials, a copy of two transcripts, a
certificate, a copy of his OSB, and a copy of his Score Report.

STATEMENT OF FACTS:
The applicant is currently serving on extended active duty in the
grade of captain.

On 24 November 2003, AFPC/DPAMM notified the applicant that the Air
Force Personnel Center does not have the authority to add academic
degree information to a person’s records and the way to process this
request would be by contacting AFIT. When a degree level and/or
degree, not Air Force sponsored, are not accurately reflected in the
personnel system then the member is required to contact AFIT.

AIR FORCE EVALUATION:
Air Force Institute of Technology (AFIT) states they do not have
sufficient documentation from an accredited school or from a private
evaluation agency as stated by AFI 36-2305. Therefore, they cannot
update a Medical Degree for the applicant.
A complete copy of the evaluation, with attachment, is attached at
Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 19 December 2003, a copy of the Air Force evaluation was forwarded
to the applicant for review and response within 30 days. As of this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. After reviewing the evidence of
record, we are not persuaded that the applicant’s records are in error
or that he has been the victim of an injustice. His contentions are
noted; however, in our opinion, the detailed comments provided by the
appropriate Air Force office adequately address those allegations.
Therefore, we agree with opinions and recommendations of the Air Force
and adopt their rationale as the basis for the conclusion that the
applicant has not been the victim of an error or injustice. In the
absence of evidence to the contrary, we find no compelling basis to
recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
