APPLICANT REQUESTS THAT:
Her records be corrected to show she was appointed in the Air Force Reserve
in the grade of captain, rather than first lieutenant, and she be given
additional constructive service credit for full time experience.

APPLICANT CONTENDS THAT:
She was advised that no full-time nursing work credit was posted to her
military records after changing jobs in 1985. In 1985, she began working
as a full-time surgical nurse and then switched to part-time. Prior to her
commissioning on 28 June 2002, while examining her AF Form 24, Application
for Appointment as Reserve of the Air Force or USAF Without Component, she
noticed the full-time box was marked versus the part-time box. She pursued
the issue by contacting her recruiter and believed the mistake was
corrected. However, it seems the part-time issue was corrected without
reflecting any documented full-time hours.
In support of her appeal, applicant submits a copy of the ARPC/DPAB
memorandum, a copy of her employment verification and a copy the original
AF Form 24. The applicant’s complete submission, with attachments, is at
Exhibit A.

STATEMENT OF FACTS:
Information extracted from the Military Personnel Data System (MilPDS)
indicates that the applicant was appointed a first lieutenant, Reserve of
the Air Force (Nurse Corps) with a date of rank of 28 October 1999 and an
effective date of 28 June 2002. She has a Total Active Federal Military
Service Date (TAFMSD) of 18 February 2000.
On 19 December 2001, the Secretary of the Air Force authorized a change
from the existing 5-year Time in Grade (TIG) to a 2-year TI-G for promotion
to the grade of captain in the Air Force Reserve.

AIR FORCE EVALUATION:
ARPC/DPA recommends the application be partially granted. DPA states that
the applicant has provided questionable supporting documentation in her
request for additional constructive service credit for experience for
employment from 6 May 1985 through 15 August 1997. Applicant’s original AF
Form 24 signed by the applicant on 24 February 2002 indicated part time
employment of 24 hours from 6 May 1985 to present. DPA states that the Air
Reserve Personnel Center Surgeon General’s office contacted the applicant’s
recruiter and verified that her application was processed correctly.
Notwithstanding the above, on 26 November 2002, AF/REPX provided interim
guidance to prepare all Reserve grade determinations for appointment to the
grade of captain in accordance with SAF/OS authorization provided on 19
December 2001 which changed the time in grade to two years for promotion to
the grade of captain in the Air Force Reserve. This caused a change in
promotion phase points for grade determination for all grades above the
grade of first lieutenant. Based on this authorized change, DPA recommends
that the applicant’s records be corrected to show that, on 28 June 2002,
she was appointed a captain, Reserve of the Air Force, with a date of rank
of 28 October 2001.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Applicant states that the AF Form 24 she sent in with her application was a
copy of the original form she received from her recruiter. She changed
Block 25 from “FT” to “24” hours since she presently worked as part-time.
She states she is not asking for full-time constructive credit from 6 May
1985 to present. Had she known at the time how important it was to include
full-time hours, for constructive credit, there is no doubt it would have
been documented. The applicant’s submission, with attachments, is at
Exhibit E.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. Based on the evaluation provided by the
Air Force office of primary responsibility, we agree with their assessment
that the applicant’s effective date and date of rank to captain should be
corrected based on the Secretarial authorization changing the TIG
requirements for promotion to the Reserve grade of captain. However, we do
not believe favorable consideration of the applicant’s request for
additional service credit is appropriate since the evidence she has
provided is, in our opinion, not sufficiently compelling to warrant the
full-time credit for experience she has requested. In view of the above,
we recommend that her records be corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT be corrected to show that effective 28 June 2002, she was
appointed a captain, rather than first lieutenant, Reserve of the Air
Force, with a date of rank of 28 October 2001.

1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force

At that time, no credit was awarded for work experience unless the applicant had completed a post graduate degree (Masters or PhD).
