APPLICANT REQUESTS THAT:
His decoration score be corrected to the correct score with
multipliers and he be promoted to the grade of staff sergeant (SSgt)
with backpay.

APPLICANT CONTENDS THAT:
His decorations were computed incorrectly when he was considered for
promotion to SSgt. His record should have reflected award of the
National Defense Service Medal (NDSM), the Small Arms Expert
Marksmanship Ribbon (SAEMR), the Air Force Good Conduct Medal
(AFGCM), and the senior missileman badge.
In support of his appeal, applicant provides a copy of his DD Form
214, which does not reflect his award of the missileman badge.

STATEMENT OF FACTS:
The applicant entered active duty on 13 Jan 67 in the grade of
airman basic. He was honorably discharged in the grade of sergeant
on 12 Jan 71. His DD Form 214 reflects that he was awarded the
National Defense Service Medal (NDSM), the Small Arms Expert
Marksmanship Ribbon (SAEMR), and the Air Force Good Conduct Medal
(AFGCM). On 27 Oct 03, AFPC/DPPRSP notified the applicant that his
DD Form 214 had been corrected to include award of the missileman
badge.

AIR FORCE EVALUATION:
AFPC/DPPPWB recommends denial of the applicant’s request. None of
the applicant’s awards are among those listed in AFR 39-29 with
assigned point values toward promotion. Therefore, his contention
is without merit.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
7 Nov 03 for review and comment within 30 days. To date, a response
has not been received.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air
Force office of primary responsibility and adopt their rationale as
the basis for our conclusion that the applicant has not been the
victim of an error or injustice. Therefore, in the absence of
evidence to the contrary, we find no compelling basis to recommend
granting the relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
