APPLICANT REQUESTS THAT:

He be given supplemental promotion consideration to  master  sergeant
(E-7).

APPLICANT CONTENDS THAT:

He was awarded the Airman’s Medal on 12 May 03  retroactive  to    23
Mar 94.  The award was not in  his  records  when  he  was  initially
considered for promotion.

In support of his appeal, applicant provides a copy  of  the  special
order awarding him the medal.

The applicant’s complete submission, with attachment, is  at  Exhibit
A.

STATEMENT OF FACTS:

The applicant served on active duty for a period of 20 years.  He was
retired in the grade of technical sergeant (E-6)  effective    1  Oct
94.

AIR FORCE EVALUATION:

AFPC/DPPPWB recommends denial of the applicant’s request.   The  last
time the applicant was considered for promotion prior  to  retirement
was cycle 95A7.  The promotion eligibility  cutoff  date  (PECD)  for
that cycle was 31 Dec 93.  Air Force promotion policy  dictates  that
the closeout date of the decoration must be on  or  before  the  PECD
before  it  is  credited  for  a  specific  promotion   cycle.    The
applicant’s Airman’s Medal does not meet the criteria  for  promotion
credit during cycle 95A7 or any previous cycles, as the closeout date
is after the PECD.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the applicant  on
31 Oct 03 for review and comment within 30 days.  To date, a response
has not been received.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing law
or regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been presented to  demonstrate
the  existence  of  error  or  injustice.   We  took  notice  of  the
applicant's complete submission in judging the merits  of  the  case;
however, we agree with the opinion  and  recommendation  of  the  Air
Force office of primary responsibility and adopt their  rationale  as
the basis for our conclusion that the  applicant  has  not  been  the
victim of an error  or  injustice.   Therefore,  in  the  absence  of
evidence to the contrary, we find no compelling  basis  to  recommend
granting the relief sought in this application.

THE BOARD DETERMINES THAT:

The applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error or  injustice;  that  the
application was denied without a personal appearance;  and  that  the
application will only be reconsidered upon the  submission  of  newly
discovered relevant evidence not considered with this application.
