APPLICANT REQUESTS THAT:

The closeout date of his Air Force Commendation Medal (AFCM)  for  the
period 3 May 1999 to 15 January 2003 be changed to  15  October  2002,
and included in his record for promotion cycle 03E6.

APPLICANT CONTENDS THAT:

His supervisor had originally written this decoration using the  dates
3 May 1999 to 15 October 2002.

In support of the appeal,  applicant  submits  a  personal  statement,
statements from  his  supervisor,  his  section  chief,  and  squadron
section  commander,  a  copy  of  the  Recommendation  for  Decoration
Printout (RDP), a draft copy of the citation, a copy of Special  Order
GAA-775 and a copy of the AFCM.  Applicant's complete submission, with
attachments, is at Exhibit A.

STATEMENT OF FACTS:

The applicant is an enlisted member of the Regular Air  Force  who  is
currently serving in the grade of staff sergeant, having been promoted
to that grade, effective and with a date of rank of 1 September  1993.
Information maintained in the Personnel Data System reveals  that  his
Total Active Federal Military Service Date is 17 October 1984  and  he
has an established date of separation of 7 November 2004  and  a  high
year of tenure date of 1 October 2004.  He is ineligible  to  reenlist
due to his high year of tenure.   His  last  10  Enlisted  Performance
Reports (EPRs), commencing with the report closing  28  February  1995
were 4, 5, 2, 5, 4, 5, 5, 5, 5, and 5.

The applicant’s total promotion score for the 03E6  cycle  was  303.36
and the  score  required  for  selection  in  his  Control  Air  Force
Specialty Code (CAFSC) was 306.21.

AIR FORCE EVALUATION:

AFPC/DPPPR states that the recommendation package was submitted  in  a
timely manner and processed more expeditiously than most.   Therefore,
they recommend disapproval of the applicant’s request.

A complete copy of the evaluation is attached at Exhibit C.

AFPC/DPPPWB states that current Air Force promotion  policy  (AFI  36-
2502, Airman Promotion Program, Table 2.2, Rule 5,  Note  2)  dictates
that before a decoration is credited for a specific  promotion  cycle,
the closeout date of the decoration must be on or before the Promotion
Eligibility Cutoff Date (PECD), and the date of the  Décor-6,  Request
for Decoration Printout (RDP), must be before the date  of  selections
for the cycle in question.  Each promotion cycle  has  an  established
PECD which is used to determine what Air Force Specialty  Code  (AFSC)
the member will be considered in, as well as which performance reports
and decorations will be used in the promotion consideration.  The PECD
for cycle 03E6 was 31 December 2002.

The fact that this decoration closes out after  the  PECD  renders  it
ineligible for promotion  credit  during  cycle  03E6.   There  is  no
evidence to indicate that the applicant tried to correct the  closeout
date of the decoration until 5 September 2003, well  after  selections
were announced on 23 June 2003.  Therefore, they recommend  denial  of
applicant’s request.  DPPPWB indicated that if the Board’s grants  the
applicant’s request, he would become a selectee for  promotion  during
cycle  03E6  pending   a   favorable   data   verification   and   the
recommendation of his commander.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 30 January 2004, copies of the Air Force evaluations were forwarded
to the applicant for review and response within 30 days.  As  of  this
date, this office has received no response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing  law
or regulations.

2.  The application was timely filed.

3.  Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice warranting corrective action.   It  is
evident from the supportive statements provided for  our  review  that
the applicant’s superiors  intended  that  the  AFCM  for  meritorious
service be awarded for the period ending 15 October 2002, rather  than
15 January 2003, and that the award be considered during  cycle  03E6.
Having no reason to doubt  the  integrity  of  these  individuals,  we
believe that the applicant’s records should be corrected to  show  the
AFCM was awarded prior to the PECD for  cycle  03E6  and  that  he  be
afforded supplemental consideration for promotion.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the  Department  of  the  Air  Force
relating to APPLICANT be corrected to show that, on 15 November  2002,
he was awarded  the  Air  Force  Commendation  Medal  for  meritorious
service during the period 3 May 1999 to 15 October 2002,  rather  than
3 May 1999 to 15 January 2003.

It  is  further  recommended  that  he   be   provided   supplemental
consideration for promotion to the grade of  technical  sergeant  for
all appropriate cycles beginning  with  cycle  03E6,  with  the  AFCM
included in his record.

If AFPC  discovers  any  adverse  factors  during  or  subsequent  to
supplemental consideration that are separate and apart, and unrelated
to the issues involved in this application, that would have  rendered
the applicant ineligible for the promotion, such information will  be
documented and presented to the Board for a  final  determination  on
the individual’s qualifications for the promotion.

If supplemental promotion consideration results in the selection  for
promotion to the higher grade, immediately after such promotion,  the
records shall be corrected to show that he was promoted to the higher
grade on the date of rank established by the  supplemental  promotion
and that he is entitled to all pay, allowances, and benefits of  such
grade as of that date.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:

            The pertinent military records of the Department of the
Air Force relating to, be corrected to show that, on 15 November 2002,
he was awarded the Air Force Commendation Medal for meritorious
service during the period 3 May 1999 to 15 October 2002, rather than
3 May 1999 to 15 January 2003.

      It is further directed that he be provided supplemental
consideration for promotion to the grade of technical sergeant for
all appropriate cycles beginning with cycle 03E6, with the AFCM
included in his record.

      If AFPC discovers any adverse factors during or subsequent to
supplemental consideration that are separate and apart, and unrelated
to the issues involved in this application, that would have rendered
the applicant ineligible for the promotion, such information will be
documented and presented to the Board for a final determination on
the individual’s qualifications for the promotion.

      If supplemental promotion consideration results in the
selection for promotion to the higher grade, immediately after such
