APPLICANT REQUESTS THAT:
Her date of rank (DOR) for promotion to the grade of lieutenant
colonel be changed from 1 Oct 00 to 29 Sep 00.

APPLICANT CONTENDS THAT:
She was actually in a lieutenant colonel slot at the time of the board
release date, and had been since Jun 00. When she brought this to the
attention of the military personnel flight (MPF), she was told that
nothing could be done at that point, and that two days would not make
a difference. In retrospect, they made an error; one day is the
difference between her meeting the 0-6 board this year and having to
wait an additional year.
In support of her appeal, the applicant provided a statement from her
wing commander, and copies of her unit management personnel roster,
grade history report, and a memorandum from ARPC/DPBB containing a
listing of the promotion selection results by the Fiscal Year 2001
(FY01) Air Force Reserve Line and Health Professions Captain and
Lieutenant Colonel Promotion Selections Boards.

STATEMENT OF FACTS:
Information extracted from the Personnel Data System (PDS) that the
applicant is currently serving in the Air Force Reserve in the grade
of lieutenant colonel, having been promoted to that grade on 1 Oct 00.
She is credited with 19 years, 7 months, and 3 days of satisfactory
Federal service for retirement.

AIR FORCE EVALUATION:
ARPC/DPB recommended denial noting the applicant's admission that she
met the requirements for accelerated promotion when the results of the
FY01 Line and Health Professions Lieutenant Colonel Selection Board
were publicly released on 29 Sep 00. In fact, she had fulfilled the
requirements at "mail release," which was the selection board results
notification to the MPFs and to commanders. This occurred
approximately 10 days prior to public release of the board results.
According to ARPC/DPB, this was sufficient time to verify all
eligibility, correct any manning document issues that could have
prevented accelerated promotion at the time of the board, and request
accelerated promotion of any selected officer.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to applicant on 18
Jul 03 for review and response. As of this date, no response has been
received by this office (Exhibit C).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After a thorough review of the
available evidence, a majority of the Board is persuaded that
corrective action is warranted in this case. The majority took
particular note of the statement from the applicant's commander who
indicated that the applicant was in an authorized lieutenant colonel
position when the promotion results were released on 29 Sep 00, but
was not reflected on the unit manning documents due to an
administrative oversight. This precluded the applicant's accelerated
promotion to the grade of lieutenant colonel. As a result, the
applicant was promoted to the grade of lieutenant colonel with a DOR
of 1 Oct 00, rather than 29 Sep 00. He further indicated that the
applicant is currently filling an 0-6 position, and that if not for
the two-day change in the applicant's DOR, she would be eligible to
meet the upcoming colonel promotion board. In view of the foregoing,
and having no basis to question the integrity of the applicant's
commander, a majority of the Board recommends that the applicant's
records be corrected to reflect that she was promoted to the Reserve
grade of lieutenant colonel effective and with a DOR of 29 Sep 00,
rather than 1 Oct 00.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that she was promoted to
the Reserve grade of lieutenant colonel effective and with a date of
rank of 29 Sep 00, rather than 1 Oct 00.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to , be corrected to show that she was promoted to the
Reserve grade of lieutenant colonel effective and with a date of rank
of 29 Sep 00, rather than 1 Oct 00.
