APPLICANT REQUESTS THAT:
His 1 January 2002 reenlistment be changed to 19 January 2002, which
will entitle him to a higher selective reenlistment bonus (SRB).

APPLICANT CONTENDS THAT:
When the SRB changed from a multiple of 2.0 and increased to a
multiple of 3.5, he was not aware of a 30-day window required to
receive the higher SRB. At the time of the change he was deployed to
a secret location and was not aware of the change. The applicant
states that he should receive the higher SRB because he was deployed
to a secret location and did not receive the same opportunity as
others. The applicant contends the Military Personnel Flight (MPF)
failed to provide counseling regarding a pending SRB change. He
states that he spoke with someone in the reenlistment section and was
told a notice was mailed to him. The applicant states that he was
deployed, did not receive the notification, and was not aware of the
SRB increase.

STATEMENT OF FACTS:
The applicant is currently serving in the Regular Air Force in the
grade of senior airman.
The applicant reenlisted on 1 January 2002 for a period of six (6)
years. On 17 January 2002, HQ USAF released a new SRB list and
required that affected personnel be briefed. SRB recomputation was
allowed for members reenlisting between 2 January 2002 and 16
January 2002.

AIR FORCE EVALUATION:
DPPAE recommends the applicant’s request be denied. The SRB review
had not been announced as of the date he reenlisted and therefore, the
MPF was not able to brief him that it had changed.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
17 Jan 03, for review and comment within 30 days. As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of an error or injustice to warrant corrective action. The
Board took note that at the time of his reenlistment on 1 January 2002
he was deployed to OCONUS to a classified location which operated 24
hours a day, 7 days a week. Under normal circumstances the applicant
would most likely have reenlisted on 2 January 2002, rather than on 1
January 2002, a national holiday. In view of the above and since the
Air Force determine that the inclusive date to award the SRB was
changed to 2 January 2002, we believe it would be an injustice to the
applicant to deny him the higher SRB multiple. Therefore, we
recommend that his records be corrected as indicated below.

THE BOARD DETERMINES THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that he was honorably
discharged on 1 January 2002, rather than 31 December 2001, and
reenlisted on 2 January 2002, rather than 1 January 2002, for a period
of six (6) years, with entitlement to a Zone A, Multiple 3.5 Selective
Reenlistment Bonus.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of
Section 1552, Title 10, United States Code (70A Stat 116), it is directed
that:
The pertintent military records of the Department of the Air Force
relating to XXXXXXX, XXXXXXXXX, be corrected to show that he was honorably
discharged on 1 January 2002, rather than 31 December 2001, and reenlisted
on 2 January 2002, rather than 1 January 2002, for a period of six (6)
years, with entitlement to a Zone A, Multiple 3.5 Selective Reenlistment
Bonus.

The SRB review had not been announced as of the date the member reenlisted and therefore the MPF was not able to brief this member it had changed.
