beneficiaries.

APPLICANT CONTENDS THAT:

The names of his beneficiaries are not reflected in his records.

The applicant complete submission is attached at Exhibit A.

STATEMENT OF FACTS:

On  31  October  2002,  ARPC/DPS  requested  the   applicant   provide
additional information to support his request.  As of  this  date  the
applicant has not responded.

AIR FORCE EVALUATION:

HQ ARPC/DPS states for security purposes not all computer updates  are
programmed to display names.  Codes are used to identify beneficiaries
and the relationship of the beneficiary to the member.

The applicant did not make  an  election  for  Survivor  Benefit  Plan
(SBP); therefore there is no beneficiary  in  the  system.   ARPC/DPS,
based on the above information  and  lack  of  information  needed  to
process this case, recommends the applicant’s request be denied.

A complete copy of the evaluation is attached at Exhibit B.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A complete copy of the Air  Force  evaluation  was  forwarded  to  the
applicant on 17 January 2003, for review and  response.   As  of  this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was not timely filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.    Since his request was somewhat unclear, the  office  of  primary
responsibility contacted the applicant and requested that  he  provide
more information on the specific benefits to which he  was  referring.
The applicant did not respond.  We note that he did not elect coverage
under the provisions of the Reserve Component Survivor  Benefit  Plan;
therefore, no beneficiary would be listed  in  conjunction  with  that
specific benefit.   Therefore,  on  the  basis  of  the  documentation
presented, we find no record that requires a correction.  In  view  of
the foregoing and the limited information, we  find  no  basis  for  a
favorable recommendation.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of probable  material  error  or  injustice;
that the application was denied without  a  personal  appearance;  and
that the application will only be reconsidered upon the submission  of
newly  discovered  relevant  evidence   not   considered   with   this
application.
