APPLICANT REQUESTS THAT:

His records reflect the award of  the  Joint  Meritorious  Unit  Award
(JMUA).

APPLICANT CONTENDS THAT:

DOD 13-48.33-M lists this award being given twice for Incirlik AB  for
periods when he was there.

He left in December of 1990, the period of the  two  awards  are     2
August 1990 - 30 September 1991 and 2 August 1990 - 31 March 1992.

Applicant did not provide any documents in support of the appeal.

Applicant's complete submission is attached at Exhibit A.

STATEMENT OF FACTS:

The applicant served on active duty during two periods (7 October 1988
- 2 June 1994 and 25 July 1994 - 8 February 1995.

Applicant is currently serving in the Air Force Reserve with  the  ---
Maintenance Squadron in Wisconsin.

AIR FORCE EVALUATION:

AFPC/DPPPR states that  the  Joint  Meritorious  Unit  Award  is  only
awarded to joint units or activities that consist  of  more  than  one
Service of the U.S., as reflected in joint manpower documents.   There
is no indication in the applicant’s records that he was ever  assigned
to a joint unit.  Therefore,  they  recommend  denial  of  applicant’s
request.

On 2 December 2002, DPPPR informed the applicant that they  could  not
identify any joint unit or activity to which he had been assigned.  He
was asked to withdraw his application, since he is  not  eligible  for
the award.  He did not respond.

A complete copy of the evaluation, with attachments,  is  attached  at
Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 14 February 2003, a copy of the Air Force evaluation was  forwarded
to the applicant for review and response within 30 days.  As  of  this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was not timely filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.    No relevant evidence  has  been  presented  to  demonstrate  the
existence of error or injustice.  We took notice  of  the  applicant's
complete submission in judging the merits of  the  case;  however,  we
agree with the opinion and recommendation of the Air Force  and  adopt
their rationale as the basis for our conclusion that the applicant has
not been the victim of an error or injustice.  We  find  no  basis  to
recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
