APPLICANT REQUESTS THAT:

His pay grade be changed from E-3 to E-4.

APPLICANT CONTENDS THAT:

When he was an Air Force Reserve member he was given two  DD  Form  214s--
after basic training and after completing a  long  TDY  to  Lackland  AFB.
When the Regular Air Force processed his paper work they used the DD  Form
214 from basic training not his recent one.  This caused him to lose  most
of his active duty time and all of his time as a senior airman.

In support of his application, he provides copies of his DD Form 214s  and
AF Form 938s, Request and Authorization for  Active  Duty  Training/Active
Duty Tour.  The applicant’s complete submission, with attachments,  is  at
Exhibit A.

STATEMENT OF FACTS:

The Military Personnel Data System reflects that on 19 February 2002,  the
applicant enlisted in the Regular Air Force in the grade of senior  airman
(E-3) with an effective date of rank of 1 July  2000.   His  Total  Active
Federal Military Service Date  (TAFMSD)  is  8  March  2001.   He  has  an
Expiration Term of Service of 18 February 2006.

AIR FORCE EVALUATION:

AFPC/DPPAE recommends the application be denied.  DPPAE states that at the
time of the applicant’s enlistment, he had  accumulated  9 months  and  16
days TAFMS through his service with the Reserve.  AFI 36-2002, Regular Air
Force (RegAF) and Special Category Accessions, outlines the minimum amount
of TAFMS required to enlist in a grade previously held in a  branch  other
than the RegAF.  To enlist in the grade of E-4  requires  2  years  TAFMS.
The DPPAE evaluation is at Exhibit C.

AFPC/DPPAO verified that the applicant’s  Total  Active  Federal  Military
Service Date is 8 March 2001.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the  applicant  on  30
March 2001 for review and response within 30 days.  As of this date,  this
office has received no response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing  law  or
regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been presented to  demonstrate  the
existence of error or injustice.  After a thorough review of the  evidence
presented, we are  not  persuaded  that  favorable  consideration  of  the
applicant’s request is appropriate.  Evidence reflects that the  applicant
accumulated 9 months and 16 days of Total Active Federal Military  Service
(TAFMS) through his service  with  the  Air  Force  Reserve  and  did  not
accumulate the 2 years TAFMS required to enlist in the Regular  Air  Force
in the grade of E-4.  Therefore, we are in  complete  agreement  with  the
opinion  and  recommendation  of  the  Air   Force   office   of   primary
responsibility and adopt their rationale as the basis for  our  conclusion
that the applicant has not been the  victim  of  an  error  or  injustice.
Accordingly, we find no basis to recommend granting the relief  sought  in
this application.

The applicant be notified that the evidence presented did not  demonstrate
the  existence  of  probable  material  error  or  injustice;   that   the
application was denied and that the application will only be  reconsidered
upon the submission of newly discovered relevant evidence  not  considered
with this application.
