APPLICANT REQUESTS THAT:
His record be corrected to reflect that he was on temporary duty for 2
months in France and he be awarded all ribbons deserved.

APPLICANT CONTENDS THAT:
The reasons the applicant believes the records to be in error or
unjust and the evidence submitted in support of his appeal are at
Exhibit A.

STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from the
applicant's military records, are contained in the letter prepared by
the appropriate office of the Air Force at Exhibit C.

AIR FORCE EVALUATION:
AFPC/DPAPP2 recommended denial. There are no documents in the
applicant's records that indicate he was ever TDY to France or any
other oversea location.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant reviewed the evaluation and stated that he left for
France near the end of 1965 from McGuire AFB with the 438MAC. He went
along as a (C-130E aircraft) propeller mechanic. They left on Sea
Boards Airlines, and returned on TWA landing at Newark Airport.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. After a thorough review of the
available evidence and the applicant’s complete submission, the Board
agrees with the opinion and recommendation of the Air Force office of
primary responsibility and adopts their rationale as the basis for
their conclusion that the applicant has not been the victim of an
error or injustice. The Board did not find evidence that the
applicant performed temporary duty overseas as he contended.
Therefore, in the absence of evidence to the contrary, the Board finds
no compelling basis to recommend granting the relief sought in this
application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of probable material error or injustice;
that the application was denied without a personal appearance; and
that the application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.

On 22 July 2003, HQ AFPC/DPAPP2 advised the applicant there were no documents in his personnel file that reflected he was on temporary duty (TDY) to Vietnam. They indicated that they have thoroughly reviewed the applicant’s records and they are unable to find any indication that he was TDY from the Philippines to Vietnam at any time. His assignment to Thailand is after the closeout date for award of the Vietnam Service Medal.
