APPLICANT REQUESTS THAT:
His indebtedness to the government in the amount of $1982.61 for multiple
warehouse handling, drayage charges, and overweight shipment of household
goods be remitted.

STATEMENT OF FACTS:
On 19 June 2002, the AFBCMR considered the applicant’s requests as stated
above. The Board denied his request based on their belief that the Joint
Personal Property Shipment Office (JPPSO) had already reduced the
applicant’s debt to $199.92. It was later determined that JPPSO had
actually recommended to the Board that it grant the applicant relief by
reducing his debt to $199.92 (see Exhibit C).

THE BOARD CONCLUDES THAT:
The Board agrees with the opinion and recommendation of the Joint Personal
Property Shipping Office to grant the applicant relief by reducing his
debt to $199.92. We recommend that the applicant’s records be corrected
as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT, be corrected to show that the household goods shipped from
England to Colorado Springs, Colorado under Government Bill of Lading ZP-
977513, dated 4 June 1999, were authorized movement via the retirement
processing station at Bolling AFB, DC, that warehouse handling and storage
charges are authorized under paragraph U5345-G (3) of the Joint Federal
Travel Regulation, and that he is liable for overweight charges only, in
the amount of $199.92.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the
authority of Section 1552, Title 10, United States Code (70A Stat
116), it is directed that:
The pertinent military records of the Department of the Air
Force relating to XXXXXXXXXXX, XXX-XX-XXXX, be corrected to show
that the household goods shipped from England to Colorado Springs,
Colorado under Government Bill of Lading ZP-977513, dated 4 June
1999, were authorized movement via the retirement processing
station at Bolling AFB, DC, that warehouse handling and storage
charges are authorized under paragraph U5345-G (3) of the Joint

When a member declares PBP&E and the carrier fails to record and weigh the items, credit may be given if the traffic management office (TMO) documents the items and weight upon delivery. Review of the applicant’s HHG inventory and other shipping documents reveal that no items were identified as PBP&E during the shipment in question. It appears that in each instance that the applicant requested an extension for non-temporary storage (NTS) of his household goods (HHG), he was informed that the request for extension was approved; however, he was not advised there would be a cost to him commencing one year after termination of active duty. Therefore, at the time of his PCS the member’s weight allowance for the shipping of HHGs was 4,225 pounds, plus 1,100 pounds of UB. There has been no evidence submitted to show that he informed the destination site that his shipment exceeded the weight allowed for the shipping of his HHGs, nor did he request to have his shipment reweighed. Using the cube rule, ECAF increased the weight for professional books, papers, and equipment (PBP&G), from 50 pounds to 960 pounds for the unaccompanied baggage (UB) shipment and credited 457 pounds for missing and irreparably damaged items for the household goods (HHG) shipment that moved from Germany to England. JPPSO/CC indicates the applicant submitted an amendment to his original application in which he states he made another PCS move from England back to Germany and he was not...
According to JPPSO, the applicant’s HHG shipment exceeded the maximum authorized weight allowance and in accordance with paragraph U5340, JFTR, she is liable for all transportation costs arising from transportation of HHG in excess of the authorized allowance. The evidence of record indicates that the applicant, after the death of her husband, a former service member, shipped HHG from Virginia to Colorado with a net weight of 29,200 pounds, including 3,057 pounds for the shipment of a POV. ...
Regarding the three different weights of his household goods, the Comptroller General has ruled in similar cases that evidence of the weight of household effects when placed in nontemporary storage is not determinative of the member’s liability because a higher weight when the goods are taken out of storage may be due to several factors, including the use of different scales, the use of storage material which is not removed before shipping, and moisture absorption while in storage.
