His DD Form 214 be corrected to reflect he was awarded the Republic of
Vietnam Campaign Medal.

APPLICANT CONTENDS THAT:
The reasons the applicant believes the records to be in error or
unjust and the evidence submitted in support of the appeal are at
Exhibit A.

STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from the
applicant's military records, are contained in the letter prepared by
the appropriate office of the Air Force.

AIR FORCE EVALUATION:
HQ AFPC/DPPPR states the applicant has not submitted any documentation
to substantiate that he was an aircrew member or that he flew in any
combat mission or had any direct involvement with any mission in
support of Vietnam. DPPPR requested the applicant provide
documentation to support his request, he did not respond. The
Republic of Vietnam Campaign Medal is awarded for six months of duty
in Vietnam, there is nothing in the applicant's records to indicate he
was stationed, TDY or participated in any mission in direct support of
operations in Vietnam. The applicant stated he was TDY in Guam for
six months not Vietnam. The applicant is not eligible to receive the
Republic of Vietnam Campaign Medal. Therefore, based on the
information provided they recommend denying the requested relief.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the Air Force evaluation was forwarded to the
applicant on 26 April 2002, for review and response. As of this date,
no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice for award of the Republic of
Vietnam Campaign Medal. The applicant's records do not reflect that
he was stationed, TDY or involved in any missions in support of
Vietnam. The applicant has not provided any documentation to support
his request. Applicant’s contentions are duly noted; however, we
agree with the opinion and recommendation of the Air Force and adopt
their rationale as the basis for our conclusion that the applicant has
not been the victim of an error or injustice. Therefore, in the
absence of evidence to the contrary, we find no compelling basis to
recommend granting the relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
