APPLICANT REQUESTS THAT:

In the applicant’s request for reconsideration, he submits documentation to
support that he was assigned to 6521st ABW, 377th ABW and the 67th SPS.  He
feels that the documentation he submitted should prove he was  assigned  to
the units and he is entitled to all the awards that these  units  received.
He further asserts  that  he  departed  Vietnam  on  13 February 1973,  not
2 February 1973.  He further requests that he receive the  Vietnam  Service
Medal with two bronze service stars.

STATEMENT OF FACTS:

The applicant was honorably discharged 24 May 1974, in the grade of  airman
first class.  He served 2 years, 10  months  and  7  days  of  active  duty
service.

A similar  appeal  was  considered and  denied  by  the Board on 4  October
2001.  For an accounting of the facts  and  circumstances  surrounding  the
applicant's separation, and, the rationale of the earlier decision  by  the
Board, see the Record of Proceedings at Exhibit H.

On  24  October  2000  (sic),  the  applicant  submitted  a   request   for
reconsideration, contending that he was assigned to the units that received
these awards.  He further states that he served in Vietnam for one year and
14 days and the Vietnam service medal should be  awarded  with  two  bronze
stars.  The applicant’s complete submission is at Exhibit I.

AIR FORCE EVALUATION:

AFPC/DPPPR again reviewed the applicant's  records  and  the  documentation
submitted to determine his eligibility for the  PUC.   There  was  not  any
evidence or documentation to support his eligibility to receive the PUC.

The applicant was not assigned to any units that  participated  during  any
approved campaign periods that would  make  him  eligible  for  the  bronze
service stars to the VSM.

The applicant was awarded the AFOUA with "V" device and it will be added to
his DD Form 214.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to  the  applicant  on  1
February 2002, for review and response.  As of this date, no response  has
been received by this office.

THE BOARD CONCLUDES THAT:

After again reviewing this application and the evidence provided in  support
of the appeal, we remain unpersuaded that the units to which  the  applicant
was assigned qualified or  participated  during  any  approved  campaign  to
receive the PUC or VSM w/bronze stars.   Therefore,  we  have  no  basis  on
which to favorably consider the requested relief.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented  did  not  demonstrate
the existence of probable material error or injustice; that the  application
was denied without a personal appearance;  and  that  the  application  will
only be reconsidered  upon  the  submission  of  newly  discovered  relevant
evidence not considered with this application.
