APPLICANT REQUESTS THAT:
In the applicant’s request for reconsideration, he requests he be awarded
the Vietnam Commendation Medal and the Vietnam Service Medal.

STATEMENT OF FACTS:
The applicant was discharged with an honorable discharge on 22 September
1972. He served 3 years 11 months and 28 days total active service.
On 2 February 2000, the applicant submitted an application requesting that
he be awarded the Vietnam Service Medal and other related medals, if
applicable. On 15 August 2000, the Board considered and denied the
applicant’s request. A complete copy of the Record of Proceedings is
attached at Exhibit E.
The applicant submitted an application dated 12 February 2002, again
requesting that he be awarded the Vietnam Commendation Medal and the
Vietnam Service Medal. In support of his request, he provided a personal
statement and performance reports which he believes supports his presence
in Vietnam. His complete submission is attached at Exhibit F.

THE BOARD CONCLUDES THAT:
In his most recent submission, the applicant provided copies of
performance reports that were rendered during the period in question, which
states that he had spent a great deal of his time in Vietnam with his
aircraft. While the performance reports do not provide conclusive evidence
that would normally be required in support of this type of appeal, we are
persuaded that it does provide plausible evidence that supports his
contentions. As such, the evidence provided has led us to believe that
reasonable doubt exists and that any doubt should be resolved in his favor.
Therefore, in recognition of his service to our nation, we recommend that
his records be corrected as indicated below.

THE BOARD DETERMINES THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT, be corrected to show that he was awarded the Vietnam Service
Medal for his service in Vietnam during the period of 15 March 1970 to 22
June 1971.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air Force
relating to, be corrected to show that he was awarded the Vietnam Service
Medal for his service in Vietnam during the period of 15 March 1970 to 22
June 1971.

The appropriate Air Force office evaluated applicant's request and provided an advisory opinion to the Board recommending the application be denied (Exhibit C). The advisory opinion was forwarded to the applicant for review and response (Exhibit D). Applicant should also be informed that this decision is final and will only be reconsidered upon the presentation of new relevant evidence which was not reasonably available at the time the application was filed.
