APPLICANT REQUESTS THAT:
The Assignment History on her Officer Selection Brief (OSB)
prepared for review by the CY00A (28 November 2000) Lieutenant
Colonel Selection Board be corrected to show her current
organization as “JSELM Jt Advanced Warfighting Program JSELM” and
that she be considered for promotion to the grade of lieutenant
colonel by a Special Selection Board (SSB) for the CY00A Lieutenant
Colonel Selection Board.

APPLICANT CONTENDS THAT:
In support, the applicant provided supporting statements from her
senior rater, the Director, Joint Staff, and the Director, Joint
Advanced Warfighting Program (JAWP) Analytical Project Office
(APO); a memorandum from the Deputy Secretary of Defense concerning
military support of the JAWP; a memorandum from the former
Director, Joint Staff, concerning military support of the JAWP; and
the Charter for the JAWP-APO.

STATEMENT OF FACTS:
Information extracted from the Personnel Data System (PDS)
indicates that the applicant is currently serving on active duty in
the grade of major, having been promoted to that grade, effective
1 May 1997.

# Top Report - CY00A Lieutenant Colonel Selection Board.
The applicant was considered but not selected for promotion by the
CY00A Lieutenant Colonel Selection Board, which convened on
28 November 2000.

AIR FORCE EVALUATION:
The Chief, Officer Promotion and Appointment Branch, AFPC/DPPPOO,
recommended disapproval. The applicant was aware of the
conflicting data on her OSB and the other documents in her officer
selection record (OSR). She could have addressed this matter by
writing a letter to the board president. The applicant’s unit
designation has been incorrect on the manpower files since the day
of its inception in 1999. Therefore, any documents produced from
the Headquarters Air Force (HAF) files since that time will be
incorrect. Since the Officer Preselection Brief (OPB) and OSB are
produced from data taken from the HAF, they will also be incorrect.
Until the unit designation is corrected on the manpower files, the
HAF files will continue to be incorrect. Although the applicant
could not correct the error in the HAF files, she could have
identified the problem to the board members in a letter.
The applicant’s most recent duty entry was incorrect on the OSB;
however, the organization was correct in the Joint Duty History
section of the OSB. The correct unit designation was also used on
her most recent OPR and her PRF. Since, the organization she was
assigned to was in evidence on her PRF, recent OPR, and in the
Joint Duty History section of the OSB, AFPC/DPPPOO believes it was
factored into the overall promotion evaluation. There is no clear
evidence that the incorrect organization in the assignment history
section negatively impacted her promotion opportunity. Therefore,
they are opposed to SSB consideration on this issue.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant stated that she and her superiors exercised
reasonable diligence in discovering the error, and over the course
of the next year, they attempted to correct the error with SAF
Manpower, SAF/AAZ, and the Joint Staff personnel and manpower
offices. She was assured that the discrepancy would be corrected
prior to the board; hence, no apparent requirement for a letter to
the board. She added that since board minutes and/or notes are
destroyed after each board, there will never be clear evidence as
to what happened during the board, and/or what criteria the board
members used to select or not select records for promotion.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice. In this regard, the
Air Force conceded that the applicant’s unit designation is
incorrect; however, although the applicant could not correct the
known error, they recommended denial because she could have
identified the problem to the board members in the form of a
letter. We do not agree. Based on the documentation provided, it
appears the applicant and her supervisors were working with the
appropriate personnel and manpower offices to have this error
corrected prior to the convening of the CY00A selection board.
Therefore, it would not have been necessary to write the board
president concerning this error. While it cannot be conclusively
determined whether or not the absence of a correct duty title was
the sole reason for applicant’s nonselection, we do believe it
served to deprive her of fair and equitable consideration. In view
of the foregoing and in an effort to remove any possibility of an
injustice to the applicant, we recommend that her record, to
include a corrected OSB, be considered for promotion to the grade
of lieutenant colonel by an SSB for the CY00A Lieutenant Colonel
Selection Board.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that the Officer
Selection Brief, viewed by the Calendar Year (CY) 2000A Lieutenant
Colonel Central Selection Board, be amended under the “Assignment
History” section to change the organization for the 19 July 1999
duty history entry to read “JSELM Joint Advanced Warfighting
Program JSELM.”
It is further recommended that she be considered for promotion to
the grade of lieutenant colonel by Special Selection Board for the
CY00A Lieutenant Colonel Central Selection Board, with the
corrected record.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the
authority of Section 1552, Title 10, United States Code (70A Stat
116), it is directed that:
The pertinent military records of the Department of the Air
Force relating to, be corrected to show that the Officer Selection
Brief, viewed by the Calendar Year (CY) 2000A Lieutenant Colonel
Central Selection Board, be, and hereby is, amended under the
“Assignment History” section to change the organization for the 19
July 1999 duty history entry to read “JSELM Joint Advanced
Warfighting Program JSELM.”
It is further directed that she be considered for promotion
to the grade of lieutenant colonel by Special Selection Board for
the CY00A Lieutenant Colonel Central Selection Board, with the
corrected record.

He also requests promotion consideration by a Special Selection Board (SSB) by the CY00 board. He was advised by personnel since his duty title on his Promotion Recommendation Form (PRF) was correct, the board would have the correct information. Also, since the applicant was aware of the error and knew the information had not been corrected, he could have written a letter to the board informing them of his missing duty title.
Although the certificate was not in the applicant’s records, the board members saw the documentation (OSB, dated 15 Nov 00), reflecting that she was board certified (Exhibit C).
