APPLICANT REQUESTS THAT:
He be reimbursed the travel expenses incurred to pick up his privately
owned vehicle (POV), which was stored in Jackson, Mississippi, during
his permanent change of station (PCS) assignment from Yokota, AB,
Japan, to Mountain Home AFB, Idaho.

APPLICANT CONTENDS THAT:
His commander approved authorization for him to procure his own
transportation in order to pick up his POV that was located in
Jackson, Mississippi.
In support of his appeal, the applicant provided copies of his PCS
orders, a statement from his commander, a Settlement Certificate of
the Defense Office of Hearings and Appeals (DOHA) Claim, and a
memorandum regarding his travel voucher.

STATEMENT OF FACTS:
The relevant facts pertaining to this application are contained in the
letter prepared by the appropriate offices of the Air Force.
Accordingly, there is no need to recite these facts in this Record of
Proceedings.

AIR FORCE EVALUATION:
The Plans and Operations Division, JPPSO-SAT/XO, reviewed this
application and indicated that as the case did not involve household
goods or personal property but an entitlements matter, it should be
forwarded as a matter pertaining to that office.
A complete copy of the JPPSO-SAT/XO evaluation is at Exhibit B.
The Chief, Compensation and Entitlements, AF/DPRCC, reviewed this
application and noted that the applicant was ordered to make a PCS
move to Yokota AB, Japan, in September 1998. This PCS move did not
include entitlement for the applicant to ship his privately owned
vehicle (POV) to his permanent duty station. The applicant stated he
stored the vehicle at his home of record (HOR) in Mississippi. Upon
reassignment from Yokota AB, Japan, to Mountain Home AFB, Idaho,
(September 2000), the applicant requested authorization to self-
procure transportation from Yokota AB, Japan, to Mountain Home AFB,
Idaho, via his HOR in order to pick-up his POV. His request was
approved and he self-procured the ticket. Upon his arrival at the new
permanent duty station (Mountain Home AFB, Idaho) the applicant’s
reimbursement request for travel through the HOR was disapproved. He
did receive reimbursement based on the government cost of direct
travel from the old to new permanent duty station. According to
DPRCC, travel through the HOR was not reimbursed because the POV was
not stored at an authorized commercial facility. DPRCC noted the
applicant’s statement that he was not counseled that storage at an
authorized commercial facility was a condition of travel to that
location for pick-up of his POV.
DPRCC indicated that, in accordance with the Joint Federal Travel
Regulation, Volume 1, Chapter 5, Paragraph U5810-D, and the DOHA, the
applicant is not authorized reimbursement through the HOR.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to applicant on 18
May 01 for review and response. As of this date, no response has been
received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of probable or injustice. The evidence of record reflects
that, upon his permanent duty reassignment, the applicant requested
and was authorized to self-procure transportation via his HOR to pick
up his POV. However, upon his arrival at his new duty station, his
request for reimbursement for travel through his HOR was disapproved
because his POV was not stored at an authorized commercial facility.
After a thorough review of the facts and circumstances of this case,
we are of the opinion that the applicant may not have been properly
advised regarding reimbursement for his self-procured transportation.
In our view, had he been provided the information needed to avoid
incurring a travel debt, he probably would have taken appropriate
action to do so. In view of the foregoing, and to remove the
possibility of an injustice, we recommend that the applicant’s records
be corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that:
a. Competent authority authorized the storage of his privately
owned vehicle at a commercial designated storage facility at his home
of record (HOR), Jackson, Mississippi.
b. Competent authority authorized the applicant to self-procure
transportation in accordance with the Joint Federal Travel Regulation
(JFTR), paragraph U5810-D, not to exceed government constructed cost
from his old permanent duty station (Yokota, AB, Japan) to his new PDS
(Mountain Home AFB, Idaho) via the authorized commercial designated
facility (Jackson, Mississippi).
