APPLICANT REQUESTS THAT:
Block 5 (Place of Birth) and Block 7a (Race) be changed on his DD Form
214, issued on 19 Feb 58.

APPLICANT CONTENDS THAT:
The reasons the applicant believes the records to be in error or
unjust and the evidence submitted in support of the appeal are at
Exhibit A.

STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from the
applicant’s military records, are contained in the letter prepared by
the appropriate office of the Air Force. Accordingly, there is no
need to recite these facts in this Record of Proceedings.

AIR FORCE EVALUATION:
The Separation Procedures Manager, HQ AFPC/DPPRR stated that, in
accordance with the governing Air Force regulation, the race is to be
entered as shown on the member’s enlistment record. DPPRR indicated
that the applicant’s enlistment record, dated 6 Jul 56, reflects the
same race as on his DD Form 214. DPPRR recommended that the
applicant’s request to change the race on his DD Form 214 be denied.
However, DPPRR recommended approval of the applicant’s request to
correct the spelling of his place of birth (Exhibit C).

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to applicant on 2
February 2001 for review and response. As of this date, no response
has been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice. In this respect, we
note that the applicant’s place of birth on his DD Form 214 is
incorrectly spelled. As to the race indicated on his DD Form 214,
issued in 1958, we note that it was appropriately entered in
accordance with the governing regulation then in effect. However, due
to changing societal standards and because it is the applicant’s
perception that the information on his separation document is
objectionable; and, in view of the fact that the DD Form 214 has been
revised and no longer requires that place of birth or race be included
on the DD Form 214, we recommend the applicant be reissued a new DD
Form 214, eliminating place of birth and race.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected by issuing a new DD Form 214, Armed
Forces of the United States Report of Transfer or Discharge, without
the entries for place of birth and race.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to APPLICANT be corrected by issuing a new DD Form 214,
Armed Forces of the United States Report of Transfer or Discharge,
without the entries for place of birth and race.
