APPLICANT REQUESTS THAT:

The flying  status  section  of  the  Officer  Selection  Brief  (OSB)
reviewed by the Calendar Year 2000A (CY00A) Lieutenant Colonel Central
Selection Board be corrected to  reflect  “CONDL  HDIP  NON  RATED-ACT
AIRCREW MEMBER,” and she be considered by a  Special  Selection  Board
(SSB).

APPLICANT CONTENDS THAT:

The reasons the applicant believes the  records  to  be  in  error  or
unjust and the evidence submitted in support  of  the  appeal  are  at
Exhibit A.

STATEMENT OF FACTS:

The applicant is currently serving on  extended  active  duty  in  the
grade of major (date of rank: 1 Mar 97).

The flying status section of the applicant’s 21 Aug  00  Officer  Pre-
selection Brief (OPB) for the CY00A board reflected  “CONDL  HDIP  NON
RATED-ACT AIRCREW MEMBER” (Conditional Hazardous Duty  Incentive  Pay,
Non-rated, Active Aircrew Member). Paragraph  12  of  the  Instruction
Sheet accompanying HQ AFPC/DPP’s 5 Jul  00  CY00A  board  notification
letter indicates that flying hours will be reflected on  the  OSB  for
rated officers, but not for non-rated aircrew members. A copy  of  the
letter and Instruction Sheet is provided at Exhibit C.

The applicant was considered but not selected  for  promotion  by  the
CY00A board, which convened on 28 Nov 00.  The flying section  on  the
OSB was blank.

AIR FORCE EVALUATION:

The Chief, Officer Promotion &  Appointment  Branch,  HQ  AFPC/DPPPOO,
reviewed the  appeal  and  provided  her  rationale  for  recommending
denial.

A complete copy of the evaluation, as well as  the  CY00A  Instruction
Sheet, is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A complete copy of the Air  Force  evaluation  was  forwarded  to  the
applicant on 15 Jun 01 for review and comment within 30 days.   As  of
this date, this office has received no response.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The applicant was timely filed.

3.    Insufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice.  After a thorough review
of the evidence of record  and  applicant’s  submission,  we  are  not
persuaded that the flying status on the CY00A OSB  should  be  amended
and she be afforded  SSB  consideration  by  that  board.  Applicant’s
contentions  are  duly  noted;  however,  we   do   not   find   these
uncorroborated  assertions,  in  and   by   themselves,   sufficiently
persuasive to override the rationale provided by  the  Air  Force.  We
therefore adopt the rationale expressed as the basis for our  decision
that the applicant has failed to sustain his burden of having suffered
either an error or an injustice. In  view  of  the  above  and  absent
persuasive evidence to the contrary, we conclude this appeal should be
denied.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of probable  material  error  or  injustice;
that the application was denied without  a  personal  appearance;  and
that the application will only be reconsidered upon the submission  of
newly  discovered  relevant  evidence   not   considered   with   this
application.
