APPLICANT REQUESTS THAT:

She be reconsidered for promotion by the Fiscal Year 1999  Line  and  Health
Professions Captain Position Vanancy Selection Board.

APPLICANT CONTENDS THAT:

Her records were incomplete at the time she was considered for promotion  to
the grade of major.

The applicant states that none of her decorations were  in  her  records  at
the time of her consideration for promotion.

The applicant’s complete submission is attached at Exhibit A.

STATEMENT OF FACTS:

The relevant facts  pertaining  to  this  application,  extracted  from  the
applicant's military records, are contained in the letter  prepared  by  the
appropriate office of the Air Force.   Accordingly,  there  is  no  need  to
recite these facts in this Record of Proceedings.

AIR FORCE EVALUATION:

The Chief, Promotion Procedures and Analysis  Division,  ARPC/DPB,  reviewed
the application and states that based on her  DOR,  the  applicant  was  not
eligible for consideration by  the  FY99  board.   She  was  considered  and
nonselected by the FY00 board.  However, at the time of  her  consideration,
all of her decorations  were  missing  from  her  Officer  Selection  Record
(OSR).  Therefore,  they  recommend  her  record,  to  include  the  missing
decorations, be considered by a Special Review  Board  (SRB)  for  the  FY00
board.

A complete copy of the Air Force evaluation is attached at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A complete copy of the Air Force evaluation was forwarded to  the  applicant
on 9 February 2001, for review and response within 30 days.  However, as  of
this date, no response has been received by this office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies provided by existing  law  or
regulations.

2.    The application was timely filed.

3.    Sufficient relevant evidence has been  presented  to  demonstrate  the
existence of probable error or injustice.  At the time  of  the  applicant’s
promotion consideration by the FY00 board, her records did not  contain  the
Meritorious Service Medal (MSM) awarded  for  the  period  6  November  1996
through 30 November  1998.   While  it  cannot  be  conclusively  determined
whether or not  the  absence  of  the  MSM  was  the  sole  reason  for  her
nonselection for promotion by the FY00 board, we do believe that  it  served
to  deprive  her  of  fair  and  equitable  consideration.   Therefore,   we
recommend her records, to include the MSM, be evaluated by a Special  Review
Board (SRB) for the FY00 board.   While  the  applicant  has  requested  SSB
consideration for the FY99 board, the FY99 board  only  considered  captains
with a date of rank (DOR) of 31 July 1996 or earlier.  Based on her  DOR  of
11 July 1997, the applicant was not eligible for consideration by  the  FY99
board.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air  Force  relating
to APPLICANT, to include the  Meritorious  Service  Medal  awarded  for  the
period  6  November  1996  through  30  November  1998,  be  considered  for
promotion to the Reserve grade of major by Special Review Board (SRB);  that
her record be evaluated in comparison with the records of officers who  were
and were not selected by  the  Fiscal  Year  2000  (FY00)  Line  and  Health
Professions  Captain  Position  Vacancy  Selection  Board;  and  if  she  is
recommended for promotion by the SRB, the Air Force Board for Correction  of
Military  Records  be  advised  of  that  recommendation  at  the   earliest
practicable date so that  all  necessary  and  appropriate  actions  may  be
taken.

If she is not recommended for promotion by the SRB, the  office  of  primary
responsibility advise her of the recommendation of the SRB.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:

      The pertinent military records of the Department of the Air Force
relating to APPLICANT, to include the Meritorious Service Medal awarded for
the period 6 November 1996 through 30 November 1998, be considered for
promotion to the Reserve grade of major by Special Review Board (SRB); that
her record be evaluated in comparison with the records of officers who were
and were not selected by the Fiscal Year 2000 (FY00) Line and Health
Professions Captain Position Vacancy Selection Board; and if she is
recommended for promotion by the SRB, the Air Force Board for Correction of
Military Records be advised of that recommendation at the earliest
practicable date so that all necessary and appropriate actions may be
taken.

      If she is not recommended for promotion by the SRB, the office of
primary responsibility advise her of the recommendation of the SRB.
