APPLICANT REQUESTS THAT:
He be reimbursed for two self-procured commercial airline tickets,
totaling $615.97.

APPLICANT CONTENDS THAT:
The reasons the applicant believes the records to be unjust and the
evidence submitted in support of the appeal are at Exhibit A.

STATEMENT OF FACTS:
The relevant facts pertaining to this application are contained in the
letter prepared by the appropriate office of the Air Force.
Accordingly, there is no need to recite these facts in this Record of
Proceedings.

AIR FORCE EVALUATION:
The Traffic Management Division, HQ USAF/ILTT, stated that the
applicant purchased two airline tickets for his dependent mother-in-
law. The first ticket was from Las Vegas, NV, to Miama, FL, for his
mother-in-law to attend the funeral of her daughter in Miami. After
the funeral, the applicant’s mother-in-law was to fly from Miami to
Philadelphia, PA, while she waited for government provided
transportation from Baltimore-Washington International Airport to
Frankfurt, Germany. AF/ILTT stated that the applicant’s mother-in-law
is entitled to government funded transportation from Edwards AFB to
Spangdalham AB, Germany. The family members of the applicant had
unusual circumstances affect their lives and should not be financially
liable for their misfortune. The Joint Federal Travel Regulations
(JFTR) authorizes family members to use fares available to the general
public. Based on the family emergency and the applicant’s departure
from his home station, it is reasonable to assume that a Contracted
Travel Office (CTO) was not available. Based on the JFTR, AF/ILTT
stated that the applicant’s total entitlement would be $580.48.
AF/ILTT recommended the applicant’s request for reimbursement be
approved in the amount of $580.48. A complete copy of the evaluation
is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to applicant on 26
January 2001 for review and response. As of this date, no response
has been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of probable injustice. After reviewing the applicant’s
submission and the evidence of record, we are persuaded that some
relief is warranted. In this respect, we are in agreement with the
opinion and recommendation of the appropriate Air Force office that,
due to the unusual circumstances in this case, the applicant should be
reimbursed, in accordance with the Joint Federal Travel Regulations
(JFTR), for his dependent mother-in-law’s travel expenses. We
therefore recommend that the applicant’s records be corrected to the
extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that, on 11 August 1999,
competent authority authorized the applicant to self-procure
commercial airline tickets from Las Vegas, NV, to Philadelphia, PA.
In addition, he was authorized official mileage distances from Edwards
AFB, CA, to Los Angeles International Airport, from Frankfurt
International Airport, Germany, to Spangdalham AB, Germany, and from
Philadelphia, PA, to Baltimore-Washington International Airport, MD.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to APPLICANT be corrected to show that, on 11 August
1999, competent authority authorized the applicant to self-procure
commercial airline tickets from Las Vegas, NV, to Philadelphia, PA.
In addition, he was authorized official mileage distances from Edwards
AFB, CA, to Los Angeles International Airport, from Frankfurt
International Airport, Germany, to Spangdalham AB, Germany, and from
Philadelphia, PA, to Baltimore-Washington International Airport, MD.
