The reasons the applicant believes the records to be in error or

STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from
the applicant’s military records, are contained in the letter
prepared by the appropriate office of the Air Force. Accordingly,
there is no need to recite these facts in this Record of
Proceedings.

AIR FORCE EVALUATION:
The Chief, Traffic Management Division, HQ USAF/ILTT, reviewed the
application and states that, in accordance with Joint Federal Travel
Regulations (JFTR), Chapter 3, paragraph U3120-B, it allows a member
to purchase airline tickets directly from the airline when three key
points are met: (a) member attempted to use the Contract Travel
Office (CTO), (b) no other alternative existed or, (c) the order
issuing authority authorized it. In this case, none of these three
points apply. It simply was a military member unaware of proper
procedures. For this travel, the government would have incurred
expenses up to the General Services Administration (GSA) contract
city pair fair of $434.80 for a one way trip from Baltimore-
Washington International (BWI) Airport to Anchorage, Alaska. ILTT
recommends the applicant be reimbursed $434.80 for the amount of the
airfare from BWI Airport to Anchorage.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to applicant on
15 Sep 00 for review and response. As of this date, no response has
been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice. From the information
provided, it appears that, prior to his deployment to Saudi Arabia,
the applicant took personal leave enroute to his permanent duty
station in Alaska. He was issued a government ticket from BWI to
Anchorage. However, since he was taking personal leave, Traffic
Management Office (TMO) personnel instructed him to return his
government issued ticket and purchase tickets at his own expense for
his leisure travel and return to his permanent duty station. We
believe the applicant was unaware of the proper procedures regarding
purchase of airline tickets and was not properly counseled.
Therefore, we believe that he is entitled to full reimbursement for
the monies he spent based on the circumstances of this case, i.e.,
he was provided erroneous advice by what he perceived to be proper
and reliable Air Force source(s) and was disadvantaged as a result.
Accordingly, his records should be corrected to the extent indicated
below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that on 1 Feb 00,
competent authority authorized the applicant to self-procure
commercial airline tickets from BWI, Maryland, to Anchorage, Alaska.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the
authority of Section 1552, Title 10, United States Code (70A Stat
116), it is directed that:
The pertinent military records of the Department of the Air
Force relating to , be corrected to show that on 1 February 2000,
competent authority authorized the applicant to self-procure
commercial airline tickets from Baltimore-Washington International
Airport, Maryland, to Anchorage, Alaska.
