APPLICANT REQUESTS THAT:
He be reimbursed for travel expenses incurred from a permanent change of
station (PCS) from Kadena, Japan to Keesler AFB, MS.

The reasons the applicant believes the records to be in error or unjust and
the evidence submitted in support of the appeal is at Exhibit A.

STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from the
applicant's military records, are contained in the letter prepared by the
appropriate office of the Air Force. Accordingly, there is no need to
recite these facts in this Record of Proceedings.

AIR FORCE EVALUATION:
The Exceptional Family Member Program/Assignments Branch, AFPC/DPAPO,
reviewed the application and recommends the Board deny the applicant's
request. DPAPO states that the applicant was approved for Exceptional
Family Member Program (EFMP) reassignment to a United States location, but
he purchased non-refundable airline tickets for his family's planned
vacation to the United States prior to the submission of his EFMP request.
A complete copy of this evaluation is attached at Exhibit C.
The Traffic Management Division, USAF/ILTT, reviewed the case and
recommended approval. ILTT indicates according to the Joint Federal Travel
Regulation (JFTR), the use of a travel agent not under government contract
is authorized if there are unusual circumstances when there is no
alternative. The family members of the applicant had unusual circumstances
affect their lives and should not be financially liable for their
misfortune. Their reimbursement entitlement is found in JFTR Chapter 5,
paragraph U5210B.1 (Tab 6), and the member's authority is under Chapter 5,
paragraph U5116D.1 (Tab 7). A complete copy of the advisory is at Exhibit
D.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant reviewed the Air Force evaluations and states that due to the
apparent disconnect between the two opinions, he requests that the AF/ILTT
advisory be used to decide his case since they are the office of primary
responsibility for such actions (See Exhibit F).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice. It appears, based on the
counseling the applicant received from the Kadena EFMP Officer and Outbound
Assignments, that he was led to believe that his family should be moved
stateside for ongoing medical care and that he would be reimbursed for his
travel expenses. A majority of the board is of the opinion the applicant
acted in good faith and should not be held financially liable for his
misfortune. The majority agrees with the opinion and recommendation of the
Air Force Traffic Management Division (AF/ILTT, Exhibit D) and adopts their
rationale as the basis for their conclusion that the applicant is entitled
to reimbursement for his travel expenses for the movement of he and his
family from Kadena, Japan to Keesler AFB, MS. Therefore, the majority
recommends the applicant's records be corrected to the extent indicated
below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT, be corrected to show that, on 15 June 2000, he was authorized
by competent authority to procure transportation for his spouse and two
dependent daughters with an allowance totaling $3,909.00 for transoceanic
travel from Kadena AB, Japan, to Seattle-Tacoma International Airport,
Washington and from Seattle-Tacoma International Airport, Washington to
Gulfport, Mississippi; and, he was authorized reimbursement in the amount
of $488.00 for his airfare from Seattle-Tacoma International Airport to
Gulfport, Mississippi. Reimbursement will not exceed the cost incurred
($3,478.00).

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that on 15 June 2000, he was
authorized by competent authority to procure transportation for his spouse
