APPLICANT REQUESTS THAT:
His records be corrected to reflect that he was entitled to a Zone C,
Multiple Three (3.0), Selective Reenlistment Bonus (SRB).

APPLICANT CONTENDS THAT:
When he signed his reenlistment papers, he entered into a good faith
contract with the Air Force with full intentions of fulfilling his
commitment. Prior to his signing the contract, three officials
verified that the information was correct. The Zone C, Multiple Three
(3.0), SRB that was promised to him at the time of his reenlistment
was a determining factor in his choosing to reenlist. Had the SRB not
been offered, he may have considered extending versus reenlisting
until a later date.
In support of his appeal, the applicant provided copies of his
reenlistment documentation.

STATEMENT OF FACTS:
Information extracted from the Personnel Data System (PDS) indicates
that the applicant is currently serving on active duty in the grade of
technical sergeant, having been promoted to that grade on 1 Feb 01.
His Total Active Federal Military Service Date (TAFMSD) is 2 Feb 87.
The remaining relevant facts pertaining to this application are
contained in the letter prepared by the appropriate office of the
Air Force. Accordingly, there is no need to recite these facts in
this Record of Proceedings.

AIR FORCE EVALUATION:
The Skills Management Branch, AFPC/DPPAE, reviewed this application
and recommended denial. DPPAE noted that the applicant reenlisted on
8 Sep 00 for a period of four years. His AF Form 901, Reenlistment
Eligibility Annex to DD Form 4, stated that he was entitled to a Zone
C, Multiple Three (3.0), SRB. According to DPPAE, a review of the
applicant’s case file indicated that the Military Personnel Flight
erroneously indicated on the AF Form 901 that he was entitled to a
Zone C, Multiple Three (3.0), SRB. It should have been a Zone C,
Multiple One-Half (0.5), SRB.
DPPAE indicated that although it was evident the MPF prepared an
erroneous document and miscounseled the applicant regarding his SRB
entitlement, they do not believe the mistakes had a significant impact
on the applicant nor was it of such a level to justify rewarding him
for this mistake. Furthermore, if he had elected to extend versus
reenlist, he would have then been ineligible for a Zone C SRB, as he
would have completed over 14 years of service when next eligible to
reenlist. The fact remains that the applicant received the correct
SRB entitlement and the error noted does not justify additional
entitlements beyond those authorized by law and Department of Defense
policy.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to applicant on 19
Jan 01 for review and response. As of this date, no response has been
received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of probable injustice. After a thorough review of the
evidence presented, we are persuaded that correctiv action is
warranted in this case. We note that the applicant reenlisted on 8
Sep 00 for a period of four years, and that his AF Form 901 reflected
that he was entitled to a Zone C, Multiple 3.0, SRB. However, the
office of primary responsibility (OPR) has indicated that the
applicant’s Military Personnel Flight erroneously indicated on the AF
Form 901 that the applicant was entitled to a Multiple 3.0. Rather,
he was only entitled to a Multiple 0.5. Although the OPR has admitted
that Military Personnel Flight clearly erred, they do not believe the
error justifies the applicant receiving the additional entitlement.
We do not agree. In our view, it is reasonable to assume that the
applicant made his decision to reenlist based on the information
provided regarding his entitlement. Furthermore, we believe that the
Military Personnel Flight had the responsibility of providing the
applicant with the correct information. We are not inclined to
recommend that the applicant’s records be corrected to show that he
was entitled to the Multiple 3.0, SRB. However, in view of the above,
and to remove the possibility of an injustice, we believe the
applicant’s should be afforded some relief. Therefore, we recommend
that the applicant’s records be corrected to reflect that he was
entitled to a Zone C, Multiple 1.0, SRB.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that at the time of his
reenlistment on 8 Sep 00, he was entitled to a Zone C, Multiple One
(1.0), Selective Reenlistment Bonus (SRB).
