He receive consideration by a special board in lieu of the June 2000 Major
Continuation Board.

The reasons the applicant believes the records to be in error or unjust and
the evidence submitted in support of the appeal are at Exhibit A.

STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from the
applicant's military records, are contained in the letter prepared by the
appropriate office of the Air Force. Accordingly, there is no need to
recite these facts in this Record of Proceedings.

AIR FORCE EVALUATION:
The Reserve of the Air Force Selection Board Secretariat, HQ ARPC/DPB,
reviewed this application and recommended denial of the applicant’s
request. They state the applicant was notified of his selection to meet a
continuation board. He acknowledges that he was required to return the
form and specify his desire to meet the board, but did not do so.
A complete copy of the Air Force evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Applicant indicated that he did not return the postcard to meet the
continuation board because of extenuating circumstances and a lack of
understanding of its importance at the time. Applicant further describes
the circumstances which led to him not meeting the suspense date in order
to make his desires to meet the continuation board known. Applicant also
states that the subject of the continuation board never came up at his
reserve training meetings nor did he recall any description of it in the
reserve magazine.
Applicant requests that the board consider if it’s not a possibility that
an individual balancing an Air Force Reserve career, a senior-level
civilian position, an active family, and civic responsibilities, could hit
a period where the intensity of activity allowed for something as vital as
a continuation board notice to slip through the cracks. He asks the board
to consider his years and quality of service and he hopes that the
circumstances surrounding his failure to return the notice and his desire
to continue will persuade the board to facilitate meeting a special board.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice warranting consideration by a
special board in lieu of the June 2000 Major Continuation Board. Based
upon the evidence of record and the applicant’s submission, the Board is
persuaded that there were extenuating circumstances surrounding the
applicant’s failure to return the postcard indicating his desire to be
considered by the continuation board. Although the Board does not take the
applicant’s failure to meet the suspense in the time allotted lightly, we
do understand the sometimes impossible task of balancing both an Air Force
Reserve and a civilian career. Based upon the applicant’s years and
quality of service, we believe it is in the interest of justice that the
applicant’s request be granted. Therefore, we recommend the applicant's
records be corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT, be considered for continuation by a Special Review Board
(SRB); that his record be evaluated in comparison with the records of
officers who were and were not selected by the June 2000 Air Force Reserve
Major Continuation Board; and, if he is recommended for continuation by a
Special Review Board, the Air Force Board for Correction of Military
Records be advised of that recommendation at the earliest practicable date,
so that all necessary and appropriate actions may be completed.
If he is not recommended for continuation by the Special Review Board, the
office of primary responsibility advise him of the recommendation of the
Special Review Board.

Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be considered for continuation by a Special Review
Board (SRB); that his record be evaluated in comparison with the records of
officers who were and were not selected by the June 2000 Air Force Reserve
Major Continuation Board; and, if he is recommended for continuation by a
Special Review Board, the Air Force Board for Correction of Military
Records be advised of that recommendation at the earliest practicable date,
so that all necessary and appropriate actions may be completed.
If he is not recommended for continuation by the Special Review
Board, the office of primary responsibility advise him of the
recommendation of the Special Review Board.
