RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NO: 99-00102
INDEX CODE 110.02 100.06
XXXXXXXXXXX COUNSEL: None
XXXXXXXXXXX HEARING DESIRED: No
Applicant requests his DD Form 214 be amended to reflect upgraded
separation program designator (SPD) and reenlistment eligibility (RE)
codes; his other Air Force Specialty Code (AFSC) of 81152, Law
Enforcement Specialist; and the Presidential Unit Citation Award
(PUCA). Applicant's submission is at Exhibit A.
In the review process, HQ AFPC/DPPPR noted that the DD Form 214
erroneously reflected receipt of the Air Force Good Conduct Medal
(AFGCM). HQ AFPC/DPPPWB also noted that the DD Form 214 erroneously
reflected a grade of “E4.” Based on a vacated suspended reduction, the
applicant’s grade at the time of separation should have been “E3.”
Also, he did serve in the AFSC of 81152. As a result, his DD Form 214
has been administratively amended to reflect the correct grade of
“E3,” the additional AFSC of 81152 (Law Enforcement Specialist, for 1
year and 8 months), and deletion of the AFGCM. The only requests
remaining for the Board’s consideration pertain to his SPD and RE
codes and the PUCA. The appropriate Air Force offices evaluated
applicant's requests and provided advisory opinions to the Board
recommending the application be denied (Exhibit C). The advisory
opinions were forwarded to the applicant’s last two known addresses
for review and response (Exhibit D). As of this date, this office has
received no response.
After careful consideration of applicant's remaining requests and the
available evidence of record, we find insufficient evidence of error
or injustice to warrant further corrective action. The facts and
opinions stated in the advisory opinions appear to be based on the
evidence of record and have not been rebutted by applicant. Absent
persuasive evidence applicant was denied rights to which entitled,
appropriate regulations were not followed, or appropriate standards
were not applied, we find no basis to disturb the existing record.
Accordingly, applicant's request is denied.
The Board staff is directed to inform applicant of this decision.
Applicant should also be informed that this decision is final and will
only be reconsidered upon the presentation of new relevant evidence
which was not reasonably available at the time the application was
filed.
Members of the Board Mr. Benedict A. Kausal IV, Ms. Kathy L.
Boockholdt and Mr. Philip Sheuerman considered this application on 2
August 2000 in accordance with the provisions of Air Force Instruction
36-2603, and the governing statute, 10, U.S.C. 1552.

On 27 Jan 88, the Air Force Discharge Review Board (AFDRB) considered and denied his request to upgrade his general discharge to honorable. By letter, dated 15 Oct 03, the Separations Branch (AFPC/DPPRSP) notified the applicant that his DD Form 214, Certificate of Release or Discharge from Active Duty, had been administratively corrected to reflect his AFSC as 81152, rather than 81132, and his character of service to reflect Under Honorable Conditions (General), rather than General. ...

The application is dated more than fifteen years after the Article 15 action. The training action to change his AFSC was disapproved and therefore his AFSC should remain 81152 and be documented as such. The AFSC on the EPR is the Duty AFSC (DAFSC), which is the duty position the individual held during the reporting period.
A complete copy of the evaluation is at Exhibit D. ANG/DPFP indicates that neither the military personnel flight (MPF) nor the state headquarters was able to provide documentation substantiating the applicant's claim for the AFAM. A complete copy of the evaluation is at Exhibit E. _________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: The applicant withdrew his requests for the AFGCM and the AFAM, and acknowledges the administrative...
