APPLICANT REQUESTS THAT:
The Assignment History Section of his Officer Selection Brief (OSB) be
changed to reflect a Duty Air Force Specialty Code (DAFSC) of “Y12B1Y”
rather than “W12B1Y,” effective 24 Aug 95.
The Aeronautical/Flying Data Section of his OSB be changed to show his
secondary aircraft as “KE-3B” rather than “E-3.”
He be given Special Selection Board (SSB) consideration.

APPLICANT CONTENDS THAT:
The DAFSC with an effective date of 24 Aug 95, and the
aeronautical/flying data on his Officer Selection Brief (OSB) were in
error.
In support of his appeal, the applicant provided a copy of his OSB, a
letter from the Directorate of Assignments, and his flying history
report.

STATEMENT OF FACTS:
Information extracted from the Personnel Data System (PDS) indicates
that the applicant is currently serving on active duty in the grade of
major, having been promoted to that grade on 1 Mar 96. His Total
Active Federal Military Service Date (TAFMSD) is 9 Jan 84.

AIR FORCE EVALUATION:
The Directorate of Assignments, AFPC/DPAIS1, reviewed this application
and indicated that the applicant’s DAFSC of “W12B1Y” was consistent
with the OPR on file. They found no justification to amend the DAFSC
to reflect “Y12B1Y.”
A complete copy of the DPAIS1 evaluation is at Exhibit C.
The Directorate of Personnel Programs Management, AFPC/DPPPO, reviewed
this application and recommended denial. According to DPPPO, the
aircraft as displayed on the OSB corresponded with its appropriate
aircraft grouping and was properly displayed. DPPPO also noted that
the applicant did not indicate in his appeal what action, if any, he
took prior to the board concerning what he perceived to be a
discrepancy. He was provided instructions on correcting discrepancies
and informed he had the opportunity to write the board concerning his
flying data.

The Appeals and SSB Branch, AFPC/DPPPA, reviewed this application and
recommended denial. DPPPA indicated that while it may be argued that
the contested DAFSC and aeronautical/flying data were factors in the
applicant’s nonselection, there was no clear evidence that they
negatively impacted his promotion opportunity.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Applicant reviewed the advisory opinions and furnished a response and
additional documentary evidence which are attached at Exhibit G.

ADDITIONAL AIR FORCE EVALUATION:
Pursuant to the Board’s request, the Appeals and SSB Branch,
AFPC/DPPPA, reviewed the appeal rebuttal responses and noted the
applicant’s comments regarding the selection rates for HQ ACC dropping
over the last few years. It appeared to DPPPA that the applicant was
implying that because he is a navigator, he was not given fair and
equitable promotion consideration. However, in their view, he
provided no substantiation to demonstrate that he was not given fair
and equitable consideration when his record was compared to his peers.
According to DPPPA, Air Force promotion boards do not base their
scoring of an officer’s record categorically according to a career
field, but rather in accordance with an officer’s performance over
his/her entire career.
DPPPA also noted the applicant’s request for promotion reconsideration
and his supporting documentation. According to DPPPA, the applicant
had the opportunity prior to the original board to present information
to both his senior rater and the board by means of a letter to the
board. The applicant elected not to exercise this entitlement. DPPPA
indicated that they do not support promotion reconsideration.

APPLICANT'S REVIEW OF ADDITIONAL AIR FORCE EVALUATION:
Applicant reviewed the additional advisory opinion and furnished a
response which is attached at Exhibit L.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of probable injustice regarding the applicant’s request that
his 24 Aug 95 DAFSC be changed on his OSB from W12B1Y to Y12B1Y. The
evidence of record reflects that the applicant completed the Air Force
Institute of Technology (AFIT) Operations Research Degree Program and
was assigned the DAFSC of W12B1Y. He contends that the “W” prefix is
awarded to individuals completing Weapons school and since his DAFSC
subsequent to 24 Aug 95 does not have the prefix, it gives the
appearance that he went to Weapons school and failed. He further
asserts that it is detrimental to an officer’s record to show
inconsistent DAFSC progression. After a thorough review of the facts
and circumstances of this case, we find the applicant’s arguments
somewhat compelling. Although no evidence has been presented which
would lead us to believe that the 24 Aug 95 DAFSC was in error, we are
persuaded that it does send a derogatory message. While we have no
way of knowing what impact the DAFSC had on the applicant’s promotion
opportunity, we are inclined to give him the benefit of doubt. In
view of the above, and to remove the possibility of an injustice, we
recommend that the applicant’s record be corrected as indicated below,
and that the corrected record be placed before an appropriate SSB.
4. Insufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice concerning the
applicant’s request that the Aeronautical/Flying Data Section of his
OSB be changed to show his secondary aircraft as “KE-3B,” rather than
“E-3.” We took notice of the applicant's complete submission in
judging the merits of the case; however, we agree with the opinions
and recommendations of the Air Force offices of primary responsibility
(OPRs) and adopt their rationale as the basis for our conclusion that
the applicant has not been the victim of an error or injustice.
Therefore, in the absence of evidence to the contrary, the applicant’s
request is not favorably considered.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that the Officer Selection
Brief (OSB) prepared for consideration by the Calendar Year 1999B
(CY99B) Lieutenant Colonel Board, which convened on 30 Nov 99, be
amended in the “Assignment History” Section to show the Duty Air Force
Specialty Code (DAFSC) as “Y12B1Y,” with an effective date of 24 Aug
95, rather than “W12B1Y.”
It is further recommended that he be considered for promotion to the
grade of lieutenant colonel by a Special Selection Board for the CY99B
Lieutenant Colonel Board, which convened on 30 Nov 99, with the
corrected OSB.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to , be corrected to show that the Officer Selection
Brief (OSB) prepared for consideration by the Calendar Year 1999B
(CY99B) Lieutenant Colonel Board, which convened on 30 Nov 99, be
amended in the “Assignment History” Section to show the Duty Air Force

In this respect, we note that the applicant was promoted to the grade of major with those entries in his records. We find no evidence that he ever took action to correct his duty history after his first nonselection for promotion to the grade of lieutenant colonel by the CY99B (30 Nov 99) Lt Col Board. Thus, his duty history contained those same entries when he was considered for promotion to the grade of lieutenant colonel by the CY00A (28 Nov 00) Lt Col Board.
The citation accompanying the MSM 1OLC was missing from the applicant’s Officer’s Selection Record (OSR) when he was considered for promotion by the CY99B board, which convened on 30 November 1999, and still is not filed in his record.
