APPLICANT REQUESTS THAT:
The date of the special orders awarding him the Meritorious Service Medal,
Second Oak Leaf Cluster (MSM 2 OLC), be amended to reflect 21 September
1998, and his record, to include the MSM, 2 OLC, be considered for
promotion by a Special Selection Board (SSB) for the Calendar Year 1998C
Central Colonel Selection Board.

The reasons the applicant believes the records to be in error or unjust and
the evidence submitted in support of the appeal are at Exhibit A.

STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from the
applicant's military records, are contained in the letters prepared by the
appropriate offices of the Air Force. Accordingly, there is no need to
recite these facts in this Record of Proceedings.

AIR FORCE EVALUATION:
The Chief, Awards and Decorations Section, AFPC/DPPPR, and the Chief,
Promotion, Evaluation and Recognition Division, AFPC/DPPP, reviewed the
application and recommend denial of the requested relief.
Complete copies of the Air Force evaluations are attached at Exhibits C and
D.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice. The Chief, ANG Chaplain Service
has provided a statement indicating that a recommendation for the
decoration was submitted on the applicant in September 1998, with the
intent that it would be approved and placed in his records prior to the
CY98C board convening. However, due to an extensive relocation of the
National Guard Bureau, the decoration tracking system was lost, and the
recommendation misplaced. Based on this statement, it appears the
applicant’s rating chain made every effort to ensure the decoration was
submitted within sufficient time to be approved prior to the CY98C board,
and was in fact, advised the decoration was being processed and the
applicant should expect official notification forthcoming. Since the delay
in the processing of the decoration was through no fault of the applicant,
and the applicant’s rating chain has indicated that it was their intent to
insure the decoration was placed in his records prior to the CY98C board,
we believe that his records, to include the MSM, 2 OLC, should be
considered for promotion to the grade of colonel by a Special Selection
Board for the Calendar Year 1998C Central Colonel Selection Board.
Therefore, we recommend his records be corrected to the extent indicated
below.
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT, to include the Meritorious Service Medal, Second Oak Leaf
Cluster, awarded for the period 29 July 1995 to 14 August 1998, be
considered for promotion to the grade of colonel by a Special Selection
Board for the Calendar Year 1998C Central Colonel Selection Board.

Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to , to include the Meritorious Service Medal, Second Oak
Leaf Cluster, awarded for the period 29 July 1995 to 14 August 1998, be
considered for promotion to the grade of colonel by a Special Selection
Board for the Calendar Year 1998C Central Colonel Selection Board.
