APPLICANT REQUESTS THAT:
His DD Form 214, Report of Separation from the Armed Forces of the
United States, be revised to reflect that he was awarded the Good
Conduct Medal.
By letter, dated 19 May 1999, applicant amended his request to include
that his DD Form 214 also reflect that he was awarded the Small Arms
Marksmanship Medal (Exhibit E).

APPLICANT CONTENDS THAT:
He earned the Good Conduct Medal prior to his 31 December 1952
separation.

STATEMENT OF FACTS:
The applicant's military personnel records were destroyed by fire in
1973. The only available documentation pertaining to his military
service are his Honorable Discharge Certificate and DD Form 214
(Report of Separation from the Armed Forces of the United States).
The DD Fm 214 reflects that the applicant enlisted in the Regular Air
Force on 29 August 1949. He was honorably discharged on 31 December
1952 and credited with 3 years, 4 months, and 3 days of active
service. The report of separation does not reflect any awards or
decorations.
On 27 April 1999, the Awards and Decorations Section, AFPC/DPPPR,
determined that the applicant was entitled to the National Defense
Service Medal. His records were administratively corrected to reflect
this award.

AIR FORCE EVALUATION:
The Awards and Decorations Section, AFPC/DPPPR, reviewed this
application and recommended denial of applicant’s request for the Good
Conduct Medal, stating that without any documentation showing the
applicant’s character and efficiency ratings while on Active Duty,
they cannot verify his eligibility for the Good Conduct Medal. They
requested that the applicant provide copies of documentation showing
award of the Good Conduct Medal, and any documents showing when/where
he served overseas. However, the applicant did not respond.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant contends that the Good Conduct Medal and the Small Arms
Marksmanship Medal were issued to him prior to his discharge on 31
December 1952. He stated that he served 3 years and 4 months in the
Air Force, was never reprimanded or disciplined for any infraction,
served overseas for more than 6 months, and his discharge was
honorable.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. After careful consideration of the limited documentation available
for the Board’s review, we find insufficient relevant evidence has
been presented to demonstrate the existence of probable error or
injustice warranting corrective action. Applicant contends that he
was issued the Good Conduct Medal and the Small Arms Marksmanship
Medal prior to his discharge on 31 December 1952. However, other than
his own assertions, no evidence has been presented substantiating his
contentions. Furthermore, the Secretary of the Air Force did not
authorize the Small Arms Expert Marksmanship Medal until 28 August
1962. Therefore, the applicant would not have been eligible for this
award at the time of his discharge. Therefore, based on the available
evidence of record, we find no basis upon which to favorably consider
this application.
4. We noted applicant’s contention that his DD Form 214 does not
reflect his National Service Medal. In this regard, we note that the
Air Force office of primary responsibility, AFPC/DPPRRC, verified his
entitlement to the National Defense Service Medal and administratively
corrected his records on 27 April 1999 to reflect this award. A DD
Form 215 was furnished to the applicant to attach to his report of
separation (DD Form 214. If the applicant did not receive this
information, we suggest that he contact AFPC/DPPRRC for this

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of probable material error or injustice;
that the application was denied without a personal appearance; and
that the application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.

During the period of 7 Oct 44 through 9 Apr 45, the applicant completed 30 operational missions. The applicant did not respond to DPPR’s letter requesting a copy of his Report of Separation. Without any additional documentation to support his request, DPPPR cannot verify the applicant’s eligibility for the DFC; therefore, they recommend the applicant’s request be denied (Exhibit B).
