APPLICANT REQUESTS THAT:
She be given Special Selection Board (SSB) consideration for the
Calendar Year 1998B (CY98B) (1 Jun 98) Central Lieutenant Colonel
Board with inclusion of the Joint Service Achievement Medal (JSAM)
(Basic), awarded for the period 1 Dec 97 to 3 Feb 98, to her officer
selection brief (OSB).

APPLICANT CONTENDS THAT:
The JSAM was not on her OSB even though she took due diligence to
ensure it was entered in her records and followed all guidance
provided by personnel technicians.
In support of her appeal, the applicant provided a personal statement,
a business card from the Board Support Branch (AFPC/DPPBR), the
special order, certificate and citation for the JSAM, and a copy of
the JSAM reflecting the date filed in her officer selection record
(OSR).

STATEMENT OF FACTS:
The applicant’s Total Active Federal Military Service Date (TAFMSD) is
4 Oct 82. She is currently serving on extended active duty in the
grade of major, effective, and with a date of rank (DOR) of 1 Sep 94.
Applicant has two nonselections for promotion to the grade of
lieutenant colonel by the CY98B and CY99A (19 Apr 99) Lieutenant
Colonel Boards.

The citation for the JSAM was filed in applicant’s OSR on 20 Apr 98.

AIR FORCE EVALUATION:
The Acting Chief, Appeals & SSB Branch, AFPC/DPPPAB, reviewed this
application and indicated that, while the applicant contends the JSAM
was not factored into her original promotion evaluation by the CY98B
selection board that convened on 1 Jun 98, they do not agree.
Although the JSAM was not reflected on the OSB, the citation was on
file in the OSR and, therefore, present for the board’s consideration.
There is no clear evidence that the absence of the JSAM on the OSB
negatively impacted applicant’s promotion opportunity, especially
since the citation for the decoration was filed in her OSR. Central
boards evaluate the entire OSR (including the promotion recommendation
form, officer performance reports (OPRs), officer effectiveness
reports (OERs), training reports (TRs), letters of evaluation,
decorations, and OSB), assessing whole person factors such as job
performance, professional qualities, depth and breadth of experience,
leadership, and academic and professional military education. The
selection board had applicant’s entire OSR that clearly outlined her
accomplishments since the date she came on active duty. Based on the
evidence provided, DPPPAB recommends denial of applicant’s request.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to applicant on
16 Nov 98 for review and response. As of this date, no response has
been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice. After thoroughly
reviewing the applicant’s submission, we are not persuaded that she
should be provided promotion consideration by SSB. The Air Force
acknowledges that while the JSAM was not reflected on applicant’s OSB,
the citation was a part of her selection record that was reviewed by
the promotion board. It is highly unlikely this was the cause of her
nonselection since central boards evaluate the entire officer record.
Essentially, applicant asserts that the award was not factored into
her promotion consideration; however, she provides no evidence to
substantiate her contention. After reviewing the evidence of record,
we are in agreement with the comments of the Air Force and are
compelled to conclude that this omission constitutes a harmless error.
Therefore, we find no basis upon which to recommend favorable action
on this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of probable material error or injustice;
that the application was denied without a personal appearance; and
that the application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.

The instructions specifically state that officers will not be considered by an SSB if, in exercising reasonable diligence, the officer should have discovered the error or omission in his/her records and could have taken timely corrective action. As they have stated, the same errors existed on his P0597C OSB, and the applicant has not explained why he took no action when he received his OPB for that board to get the errors corrected. They noted that with the exception of the 1 Apr 94 error (CMHQ vs. W/B), the same errors the applicant is now pointing out were also in existence at the time of the P0494A board as well. Even though they were in error on the OSB, they were correct on the OPRs.
