APPLICANT REQUESTS THAT:

The duty title and job description on his Enlisted Performance  Report
(EPR) closing 12 April 1997 be changed.

APPLICANT CONTENDS THAT:

The reasons applicant believes he has been  the  victim  of  an  error
and/or an injustice are contained in his complete submission, which is
at Exhibit A.

STATEMENT OF FACTS:

Relevant facts pertaining to this application  are  contained  in  the
letter  prepared  by  the  appropriate  office  of  the   Air   Force.
Accordingly, there is no need to recite these facts in this Record  of
Proceedings.

AIR FORCE EVALUATION:

The Acting Chief, BCMR & SSB Section, HQ AFPC/DPPPAB,  indicates  that
although the evaluators indorsed the applicant’s appeal, they provided
neither clarification  nor  explanation  as  to  why  the  information
contained in the applicant’s personal brief was not available to  them
when the report was initially rendered. Denial is recommended.

A copy of the complete Air Force evaluation is attached at Exhibit B.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A complete copy of the advisory opinion was forwarded to the applicant
on 14 September 1998 for review and comment within  30  days.   As  of
this date, no response has been received by this office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was timely filed.

3.    Sufficient relevant evidence has been presented  to  demonstrate
the existence of probable error or injustice.  All  the  rating  chain
members support amending the duty title and job description of the EPR
in question.  While they have not provided any explanation as  to  why
the contested report contained an  incorrect  title  and  description,
based on their willingness to correct  these  errors  we  believe  any
doubt in this case should be resolved in the applicant’s favor.  Also,
Enlisted Promotions at Randolph AFB has advised that the contested EPR
was first  considered  in  promotion  cycle  99E8  for  senior  master
sergeant.   We  therefore  recommend  his  records  be  corrected   as
reflected  below   and   he   be   afforded   supplemental   promotion
consideration for the grade of senior master sergeant  beginning  with
cycle 99E8.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of  the  Air  Force
relating to APPLICANT, be corrected to show that the word “Material”
in the Duty Title in Section II of the Enlisted Performance  Report,
AF Form 910, rendered for the period 13 April 1996 through 12  April
1997, be changed to “Materiel,” and the  text  in  the  Key  Duties,
Tasks, and Responsibilities block be replaced with the following:

     “Supervises,  organizes,  and  controls  all  maintenance   and
support activities to include Life  Support,  Parachutes,  Vehicles,
Weapons  Control,  and  Supply  elements.  Conducts  research  using
computers,  technical  orders,  commercial  catalogues   and   local
venders.  Screens  transactions  for  priority  and  routine   issue
requests for all aspects of Special Tactics. Tracks supply status by
monitoring  and  maintaining  computer  listings.  Responsible   for
maintaining  Custodian   Authorization/Custodian   Receipt   Listing
(CA/CRL). Directs the maintenance of suspense  files  and  exercises
quality assurance to  ensure  timely  procurement  of  supplies  and
equipment.  Validates  documentation  concerning  contract   repair,
services, and supplies. Reviews, integrates, and  analyzes  resource
requirements.  Supervises  special  projects  as  directed  by   the
commander.  ADDITIONAL  DUTIES:  Due-in  from   Maintenance   (DIFM)
supervisor,  International  Merchant  Purchase  Authorization   Card
(IMPAC) Approving Official.”

It  is  further  recommended  that  he  be   provided   supplemental
consideration for promotion to the grade of senior  master  sergeant
for all appropriate cycles beginning with cycle 99E8.

If AFPC discovers  any  adverse  factors  during  or  subsequent  to
supplemental  consideration  that  are  separate  and   apart,   and
unrelated to the issues involved in  this  application,  that  would
have rendered the individual  ineligible  for  the  promotion,  such
information will be documented and presented  to  the  board  for  a
final  determination  on  the  individual's  qualification  for  the
promotion.

If supplemental promotion consideration results in the selection for
promotion to the higher grade, immediately after such promotion  the
records shall be corrected to show  that  he  was  promoted  to  the
higher grade on the date of rank  established  by  the  supplemental
promotion and that he  is  entitled  to  all  pay,  allowances,  and
benefits of such grade as of that date.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:

      The pertinent military records of the Department of the Air
Force relating to              , be corrected to show that the word
“Material” in the Duty Title in Section II of the Enlisted Performance
Report, AF Form 910, rendered for the period 13 April 1996 through 12
