APPLICANT REQUESTS THAT:
Her grade at the time she enlisted in the Air National Guard be
changed to Airman.
APPLICANT CONTENDS THAT:
She enlisted into the Air National Guard on 11 December 1997, in
the grade of airman basic and should have been enlisted as an
airman. She has-at least 2 0 but less than 45 semester hours of
accredited colleg'e credits.
In support of her appeal, the applicant provided a college
transcript.
Applicant's complete submission is attached at Exhibit A.
STATEMENT OF FACTS:
On 11 December 1997, applicant enlisted in the Air National Guard
for a period of six (6) years in the grade of Airman Basic (E-1).
In February 1998, applicant requested that her enlistment grade
be changed based on her college credits. Her request was denied
because the college transcript from the college was dated
20 January 1998, which is after her date of enlistment.
AIR FORCE EVALUATION:
The Chief, Special Actions & Personal Affairs, ANG/DPPU, reviewed
this application and states that according to ANGI 36- 2002
(Enlistment and Reenlistment in the Air National Guard and as a
Reserve of the Air Force), Chapter 1, paragraph 1.7, note 1
states that documents presented after enlistment processing is

completed may not be used as a basis for changing the enlistment
grade.

This is well past the date of enlistment.

Therefore, they recommend denial of applicant's request.

Exhibit C.
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 7 September 1998, for review and response within 30 days. As
of this date, no response has been received by this office.
THE BOARD CONCLUDES THAT:
The applicant has exhausted all remedies provided by existing

law or regulations.
2. The application was timely filed.
3 . Sufficient relevant evidence has been presented to
demonstrate the existence of probable error or injustice.
Applicant enlisted in the Air National Guard on 11 December 1997,
in the grade of airman basic. At the time of her enlistment she
did not have her college transcript present to verify semester
hours of accredited college credits. She received her college
transcript dated 20 January 1998, which is after her date of
enlistment. However, she has provided a copy of her college
transcript and at the time of her enlistment she had 25 semester
hours of accredited college credits which would have allowed her
to enlist in the grade of Airman.
In view of this and in
recognition of her accomplishment, we believe applicant's request
should be resolved in her favor. Therefore, we recommend her
records be corrected to the extent indicated below.
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that on 11 December
1997, she enlisted in the Air National Guard for a period of six
years in the grade of Airman ( E - 2 ) .
