APPLICANT REQUESTS THAT:
His records be corrected to reflect award of the Air Force
Commendation Medal (AFCM).

APPLICANT CONTENDS THAT:
He was awarded the AFCM for his participation in combat while serving
in Vietnam.
In support of his appeal, the applicant provided copies of his
separation document and a Department of Veterans Affairs (DVA) rating
decision.

STATEMENT OF FACTS:
Applicant enlisted in the Regular Air Force on 18 Apr 66 for a period
of four (4) years. He was released from active duty on 20 Dec 70
under the provisions of AFM 39-10 (Insufficient service retainability
for permanent change of station (overseas returnees only) in the grade
of airman first class. He was credited with 4 years, 8 months, and 3
days of active duty service.

AIR FORCE EVALUATION:
The Recognition Programs Branch, AFPC/DPPPRA, reviewed this
application and recommended denial. According to DPPPRA, the
applicant has nothing in his records to show that he was recommended
for the AFCM, and he did not provide any, even after being requested
to do so. His records did not indicate that he was even eligible to
be recommended for a decoration. The applicant has made no effort for
over 27 years to claim he was awarded a decoration. None of the units
involved exist now, and there was no way to contact any of his
supervisors or commanders, even if they could be identified. Without
a copy of his orders, DPPPRA indicated that they could not verify the
applicant’s entitlement to, much less his eligibility for, the AFCM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
In his response, the applicant indicated that he was providing a copy
of his AFCM citation verifying he was awarded the decoration.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice. After a thorough review
of the evidence presented, we are not persuaded that the applicant met
the established criteria for award of the AFCM. There is no evidence
showing to our satisfaction that the applicant was ever recommendation
for the decoration. Furthermore, in light of the two Articles 15 the
applicant received, it appears that he may not have been eligible for
recommendation of an award. While we note the AFCM citation provided
by the applicant in support of his appeal, we question the
authenticity of this document. In view of the above, and in the
absence of clear and convincing evidence to the contrary, we find no
compelling basis to recommend granting the relief sought in this
application.

demonstrate the existence of probable material error or injustice;
that the application was denied without a personal appearance; and
that the application will only be reconsidered
upon the submission of newly discovered relevant evidence not
