Applicant requests that his 26 Apr 76 DD  Form  214  be  corrected  to
reflect service in Indochina since 5 Aug  64  and  award  of  a  medal
recognizing humanitarian effort.

A similar appeal was considered and denied by the Air Force Board  for
Correction of Military Records (AFBCMR) on 7 October 1997 (see  AFBCMR
Docket Number 97-00732, with Exhibits A through D).

The applicant provided additional evidence and requested that his case
be reconsidered.  In further support of his appeal, he provided a copy
of Special Orders, issued on 7 Jan 76, confirming the vocal orders  of
the commander for personnel on TDY from Clark AB to Vietnam, Guam  and
Thailand to perform 10 round-trips during  1  Apr  75  to  30 Apr  75,
inclusive, to perform airborne operational support.   The  applicant’s
most recent submission is at Exhibit F.

Pursuant to the Board’s request, an advisory  opinion  concerning  the
additional evidence was provided from the Recognition Programs Branch,
HQ AFPC/DPPPRA.  DPPPRA indicated that the special orders, dated 7 Jan
76, confirmed the vocal orders of the commander  to  perform  airborne
operational support duty  during  the  period  1  Apr  75-30  Apr  75.
Operation FREQUENT WIND was performed only on 29 and 30 Apr  75.   The
applicant did not provide any documentation showing he was actually in
Vietnam, on 29 or 30 Apr  75,  and  in  direct  support  of  Operation
FREQUENT WIND.  Without such  documentation,  DPPPRA  recommended  the
applicant’s request be disapproved (Exhibit G).

After careful consideration of applicant's request and his most recent
submission, we are unpersuaded that a revision of the Board’s  earlier
determination is  warranted.   The  additional  information  does  not
conclusively  indicate  the  applicant  actually  performed  the  duty
required for eligibility for award of a medal  or  service  credit  in
support of Operation FREQUENT WIND on 29 April or 30 April  1995.   In
this respect, we  have  seen  no  evidence  to  verify  the  applicant
participated in any of the 10 flights.  Additionally, we do  not  find
the orders to be finite - they cover a wide span of time and are dated
after the Operation.  In view of the foregoing, we find  no  error  or
injustice on the part of the Air Force  and  conclude  that  no  basis
exists   to   recommend   favorable   action   on   the    applicant’s
reconsideration request.

The applicant's case is adequately documented  and  it  has  not  been
shown  that  a  personal  appearance  with  or  without  counsel  will
materially  add  to  our  understanding  of   the   issues   involved.
Therefore, the request for a hearing is not favorably considered.

The Board staff is directed to  inform  applicant  of  this  decision.
Applicant should also be informed that this decision is final and will
only be reconsidered upon the presentation of  new  relevant  evidence
which was not reasonably available at the  time  the  application  was
filed.
