APPLICANT REQUESTS THAT:

His DD Form 214 (Certificate of  Release  or  Discharge  from  Active  Duty)
reflect the Southwest Asia Service Medal (SWASM).

APPLICANT CONTENDS THAT:

The reasons the applicant believes the records to be in error or unjust  and
the evidence submitted in support of the appeal are at Exhibit A.

STATEMENT OF FACTS:

The relevant facts  pertaining  to  this  application,  extracted  from  the
applicant's military records, are contained in the letter  prepared  by  the
appropriate office of the Air Staff.   Accordingly,  there  is  no  need  to
recite these facts in this Record of Proceedings.

AIR FORCE EVALUATION:

The  Chief,  Awards  and  Decorations  Section,  Promotion,  Evaluation,   &
Recognition Division, HQ AFPC/DPPPR, reviewed this  application  and  states
that without documentation showing the applicant actually  accomplished  the
TDY to Saudi Arabia during January through May 1994,  they  can  not  verify
his eligibility for the SWASM with 1 Bronze Service  Star.   The  applicant,
even  upon  request,  has  not  provided  any   documentation   showing   he
accomplished the TDY to the Persian Gulf Area of Responsibility,  and  there
is no documentation in his records to show this.  They can  not  verify  his
eligibility  for  this  award.   Therefore,   they   recommend   denial   of
applicant’s request.

A complete copy of the evaluation is attached at Exhibit C.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies provided by existing  law  or
regulations.

2.    The application was not timely filed; however, it is in  the  interest
of justice to excuse the failure to timely file.

3.    Sufficient relevant evidence has been  presented  to  demonstrate  the
existence of probable error or injustice.  Although a  copy  of  the  travel
voucher showing that he actually accomplished the TDY is not available,  the
applicant has provided a copy of the  travel  order  indicating  a  TDY  for
participation in Operation Desert Shield for  120  days,  to  proceed  on  4
January 1994.  In view of the above and to  offset  any  possibility  of  an
injustice to the applicant, we recommend his records  be  corrected  to  the
extent indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air  Force  relating
to APPLICANT, be corrected to show that on 21 August 1994,  he  was  awarded
the Southwest Asia Service Medal with 1 Bronze Service Star.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the  recommendation  of  the  Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat  116),  it  is
directed that:

      The pertinent military records of  the  Department  of  the  Air
Force relating to APPLICANT be corrected to show  that  on  21  August
1994, he was awarded the Southwest Asia Service Medal  with  1  Bronze
Service Star.
