MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE AFBCMR
SUBJECT :
Having carefully reviewed this application, we agree with the
recommendation of the Air Force office of primary responsibility
and adopt the rationale expressed as the basis f o r our decision
that the applicant has been the victim of either an error or an
injustice.

the accompanying Memorandum for the Chief of Staff signed by the
Executive Director of the Board or his designee.

Requested Action. The applicant requests the Board remove the letter he wrote to the
CY98B (1 Jun 98) (P0598B) central lieutenant colonel selection board president.

Basis for Request. The applicant’s officer selection record (OSR) has been corrected and
the letter to the P0598B board president is no longer necessary.
Recommendation. Approval.
Facts and Comments:
a. The application is timely. Application under AFI 36-240 1, Correcting Officer
and Enlisted Evaluation Reports, is not appropriate because the issue addressed in this appeal
is not within the purview of that directive. The applicant has one nonselection to the grade of
lieutenant colonel by the P0598B board.
b. AFI 36-2501, Officer Promotions and Selective Continuation, 6 Mar 98, is the
governing directive.
c. The applicant filed an appeal under AFI 36-2603, The Air Force Board for
Corrections of Military Records, requesting he receive special selection board (SSB)
consideration by the P0598B board with inclusion of completion of Air Command Staff
College (ACSC) in May 98 on his officer selection brief (OSB). We approved his request
under our delegated authority and the applicant is scheduled to receive SSB consideration in
Jan 99. As such, we request the Board make a decision on this appeal as expeditiously as
possible.
d. The applicant now requests the Board remove the letter he wrote to the P0598B
board president explaining why his successful completion of Air Command and Staff College
(ACSC) was omitted from his P0598B OSB. Since ACSC completion in May 98 will be
present on the P0598B OSB used for his SSB consideration in Jan 99, the applicant’s letter is
no longer necessary. We, therefore, would not be opposed to the Board granting the
applicant’s request to remove the letter from his OSR prior to his SSB consideration
scheduled in Jan 99.
Summary. Based on the evidence provided, our recommendation of approval is
appropriate.

He had less than two years eligibility to complete ACSC prior to consideration for LTC IPZ in Apr 99, whereas his peers had at least four and one-half years. He did complete ACSC in Nov 99 in time for the CY99B board’s consideration. Although the applicant did not raise this issue, we believe his not having sufficient time to build a performance record as a major before being considered IPZ for LTC may have contributed to his nonselection.
