MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE AFBCMR

Having carefully reviewed this application, we agree with the recommendation of the Air
Force and adopt the rationale expressed as the basis for our decision that the applicant has been
the victim of either an error or an injustice. Therefore, under the authority delegated in AFI
36-2603, the applicant's records will be corrected as set forth in the accompanying Memorandum
for the Chief of Staff signed by the Executive Director of the Board or his designee.

SUBJECT:
The applickt is requesting cancellation of her 17 Apr 98 reenlistment and a constructive
reenlistment be granted effective 17 Feb 98 with subsequent entitlement to a Selective
Reenlistment Bonus (SRB).
On 21 Jan 98, HQ USAFDPXPS announced SRB changes which deleted the applicant’s
SRB effective 20 Feb 98. The Military Personnel Flight failed to notify the applicant of her
eligibility, thereby missing her window of opportunity. As a result, the applicant reenlisted on
17 Apr 98 with no SRB entitlement.
We recommend the 17 Apr 98 reenlistment be voided. A constructive reenlistment
should be granted effective 17 Feb 98 for six years. The AF Form 901, Reenlistment Eligibility
Annex to DD F ~ r m 4, Section III@) should reflect an SRB Zone A, Mult %, payable for five
years and zero months. The applicant is not entitled to the fbll six years due to obligated service
she already had based on an original separation date of 15 Feb 99. a-

The appropriate Air Force off ice evaluated applicant I s request and provided an advisory opinion to the Board recommending the application be denied (Exhibit C) . The advisory opinion was forwarded to the applicant for review and response (Exhibit D). .” Another states “I know that I can reenlist rather than extend, but I have elected to execute this extension instead of reenlisting.” Both of these statements clearly indicate the applicant was aware of the reenlistment options.
