MEMORANDUM FOR THE CHIEF OF STAFF
Under the authority of Section 1552, Title 10, United States Code, Air Force Instruction
36-2603, and having assured compliance with the provisions of the above regulation, the
decision of the Air Force Board for Correction of Military Records is announced, and it is
directed that:
records of the Department of the Air Force relating to
considered for promotion by acclamation to the grade
pecial Review Board; and, her records be evaluated in comparison with
the records of officers who were and were not selected by the FY97B Reserve of the Air Force
Captain Selection Board, which convened on 5 August 1996.
It is fkrther directed that, if she is recommended for promotion by the Special Review
Board, the Air Force Board for Correction of Military Records be advised of that
recommendation at the earliest practicable date so that all necessary and appropriate actions may
be completed.
If she is not recommended for promotion by the Special Review Board, the office of
primary responsibility advise her of the recommendation of the Special Review Board.

MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE AFBCMR
SUBJECT:

Having carefully reviewed this application, we-agree with the recommendation of the Air
Force Evaluation and adopt the rationale expressed as the basis for our decision that the applicant
has been the victim of either an error or an injustice. Therefore, under the authority delegated in
AFI 36-2603, the applicant's records will be corrected as set forth in the accompanying
Memorandum for the Chief of Staff signed by the Executive Director of the Board or his
designee.

SUBJECT: Application for Correction of Military Records

1. The requested correction cannot be accomplished adminiatratively a t this
headquarters.
2. The applicant requests promotion by acclamation, to the grade of Captain,
by the FY 97 A i r Force Reserve Captain Selection Board(A0397B) , under the
provisions of the Reserve Officer Personnel Act(R0PA).
3. The following is an analysis of the case:
a. The applicant is a f.ormer participant in the Air Force Ready Reserve
Stipend Program(AFRRSP), an incentive program designed to recruit and/or
retain critical medical specialties, providing a monthly stipend for 23
months, in return for-an subsequent obligation to serve in the Selected
Reserve. While engaged in a program leading to a degree as a certified
registered nurse anesthetist (CRNA), the applicant was assigned to the 9027
A R S , Training Category J, with no training authorized or performance reports
written.
b. Under ROPA, medical personnel' engaged in training, assigned to the
9027 ARS, were eligible to be presented to the appropriate selection board for
promotion, by acclamation(up to the grade of L t Colonel) .

and, at the time the aelection board met,
had not yet had'an opportunity to
obtain a Selected Reserve (orl an opportunity for participation) assignment.
Consequently, tho applicant waa not presented to the board for acclamation,
which was an oversight on our part and may have been a factor in the
applicant's subsequent non selection. The fact that the applicant was still
assigned in essentially a training capacity, unable to participate, may also
have been a factor in the subsequent non selection.
4 . Rec'omrnend that the applicant be presented for promotion by acclamation in
lieu of the PY 97 board by a special review board (SRB). If selected by the
SRB, the applicant should receive a &e
back pay and allowances.
5. If the AFBCMR disagrees with our recoLendation, no further action is
necessary.
