1. Pursuant to the provisions of reference (a), Petitioner, an
enlisted member of the United States Naval Reserve, filed
enclosure  (1) with this Board requesting, in effect, that his
naval record be corrected to show a more favorable type of
separation than the under honorable conditions separation issued
on 1 June 1997.

2. The Board, consisting of Ms. Taylor, Mr.  
Carlson, reviewed Petitioner's allegations of error and injustice
on 14 April 1999 and, pursuant to its regulations, determined
that the corrective action indicated below should be taken on the
available evidence of record.

3. The Board, having reviewed all the facts of record pertaining
to Petitioner's allegations of error and injustice finds as
follows:

a. Before applying to this Board, Petitioner exhausted all

administrative remedies available under existing law and
regulations within the Department of the Navy.

b. Enclosure (1) was filed in a timely manner.

be based on conduct and overall trait averages, both of which are
computed from marks assigned during periodic evaluations.
Petitioner's conduct and overall trait averages were both 3.8.
The minimum average marks required for a fully honorable
characterization of service at the time of Petitioner's
separation were 3.0 in conduct and 2.8 in overall traits.

CONCLUSION:

Upon review and consideration of all the evidence of record, the
