SUMMARY OF THE RECORD 

 

 

The  applicant  asked  the  Board  to  correct  his  record  to  show  that  he  reenlisted  for  six 
years on March 1, 2003, rather than having done so on February 27, 2003.  The applicant alleged 
that this correction would make him eligible for the Zone B selective reenlistment bonus (SRB) 
promised in his February 27, 2003 reenlistment contract.  On March 1, 2003, ALCOAST 329/02 
was in effect, authorizing a Zone B SRB with a multiple of xx for members in the xx rating, who 
were  serving  in  pay  grade  E-5  or  above,  and  who  either  reenlisted  or  extended  their 
enlistments.  The applicant alleged that because he had not been properly counseled, he was 
unaware that should have reenlisted on March 1, 2003 to receive the SRB.   
 

On  July  29,  2003,  the  Chief  Counsel  of  the Coast Guard recommended that the Board 
grant  the  applicant’s  request.    He  stated  that  had  the  applicant  been  properly  advised,  “it  is 
reasonable to assume that he would have reenlisted two … days later in order to receive the 
SRB that his reenlistment contract [contains].”   
 

FINDINGS AND CONCLUSIONS  

According to Article 3.C.3. of the Personnel Manual, the applicant was entitled to proper 
counseling concerning his eligibility for an SRB.  The applicant has submitted persuasive evi-
dence that the Coast Guard committed an error by promising  him an SRB for reenlisting earlier 
than three months before the expiration of his enlistment.  Moreover, there is no documentation 
of SRB counseling in the applicant’s record as required by regulation.  The Board finds that had 
the applicant had been properly counseled, he would have reenlisted for six years on March 1, 
2003 for an SRB under ALCOAST 329/02.  Accordingly, relief should be granted. 
 

ORDER 

The  application  of  XXX  XXXXX  X.  XXXXX,  xxx  xx  xxxx,  USCG,  for  correction  of  his 
military record is granted.  His record shall be corrected to show that he reenlisted for six years 
on March 1, 2003, rather than February 27, 2003, to receive a Zone B SRB with a multiple of xx 
under ALCOAST 329/02.  The Coast Guard shall pay the applicant the amount due him as a
