DEPARTMENT OF HOMELAND SECURITY
BOARD FOR CORRECTION OF MILITARY RECORDS
Application for the Correction of
the Coast Guard Record of:
Final Decision
BCMR No. 2002-138
May 30, 2003
Date
SUMMARY OF THE RECORD
The applicant asked that his record be corrected in a manner that would permit him to
receive the Zone B selective reenlistment bonus (SRB) that was promised to him when he
reenlisted on December 11, 2001. The applicant was ineligible to receive the Zone B SRB when
he reenlisted on December 11, 2001, because he was not in pay grade E-5 or higher, as required
by the SRB regulation. In addition, there appears to have been no reason for the applicant's
reenlistment on this date since his previous reenlistment contract did not expire until August
16, 2002. He was promoted to BM2 on July 1, 2002.
The Chief Counsel stated that the applicant's record supports his allegation that he was
improperly counseled that he would receive a Zone B SRB when he reenlisted on December 11,
2001. Therefore, he recommended that the Board correct the applicant's record to show that
upon the expiration of his August 17, 1998 four-year reenlistment, the applicant reenlisted for
six years on August 16, 2002, for the Zone B SRB that was available under ALCOAST 329/02.
FINDINGS AND CONCLUSIONS
The Chief Counsel admitted and the Board finds that the applicant was incorrectly
promised a Zone B SRB, for which he was not eligible, when he reenlisted on December 11,
2001. However, correcting the applicant's record in the manner recommended by the Chief
Counsel will allow him to receive a Zone B SRB. Accordingly, the applicant is entitled to the
relief below.
ORDER
The application of XXXXXXXXXXXXXXXXX, USGC, for correction of military record is
granted. His reenlistment contract dated December 11, 2001, shall be corrected to show that he
reenlisted for six years on August 16, 2002, for which he received a Zone B SRB with the
appropriate multiple, pursuant to ALCOAST 329/02. The Coast Guard shall pay the applicant
the amount due him as a result of this correction.

This final decision, date May 22, 2003, is signed by the three duly appointed APPLICANT’S REQUEST AND ALLEGATIONS The applicant asked the Board to correct his record by canceling the reenlistment contract he signed on August 15, 2000 and reenlisting him for six years to obtain a Zone B selective reenlistment bonus (SRB). On May 19, 2000, the Commandant of the Coast Guard issued ALCOAST 218/00, which authorized members in the XX rating in Zone A to receive an SRB with a multiple of one-half,...
Coast Guard members who have at least 21 months but no more than 6 years of active duty service are in “Zone A.” Members who have completed at least 6 years but no more than 10 years of active duty service are in “Zone B.” Members may not receive more than one bonus per zone. On July 1, 1999, after receiving transfer orders to a new station, the applicant was advised that an SRB multiple was authorized for his rating and that if he reenlisted or extended his enlistment for at least three...
The applicant alleged that when he signed a six-year extension contract on May 1, 2003, he was counseled that he would receive an SRB with a multiple of 2.5. The Board also finds that if the applicant had been properly counseled at the time of his May 1, 2003, reenlistment, he would have had the following options: Reenlist as he did for an SRB with a multiple of 2.0 under ALCOAST 329/02; a. b. c. Be discharged from the Coast Guard. of the Personnel Manual, and at the termination of said...
Coast Guard members who have at least 21 months but no more than 6 years of active duty service are in “Zone A.” Article 3.C., Coast Guard Personnel Manual. APPLICABLE REGULATIONS Coast Guard Personnel Manual Article 3.C.3 (Written Agreements) states that "all personnel with 10 years or less active service who reenlist or extend for any period, however brief, shall be counseled on the SRB program." However, when he reenlisted, he was incorrectly advised by Coast Guard personnel that he was...
On December 12, 2002, the Chief Counsel of the Coast Guard recommended that the Board grant the applicant’s requested relief because the record supports the applicant’s allegation that he was improperly counseled. The Chief Counsel admits and the Board finds that the Coast Guard committed an error when it promised the applicant a Zone A SRB under ALCOAST 585/01 despite there being no multiple available therein for his rating. The Board is persuaded that had the applicant known that he was...
However, the Personnel Command denied the applicant’s request for an extension pursuant to COMDINST 7220.33.2 The applicant also alleged that if evidence of his successful completion of the Navigation Rules examination (NAVRULS) had been placed in his military record prior to his reenlistment, then he would have been eligible for an SRB multiple of 2 under ALCOAST 182/03. If the applicant had been told on April 29, 2003, that his request for a one- month extension was denied, he would have...
By that time, ALCOAST 182/03 was in effect and the SRB multiple for MK2s in Zone A was just 1.5.5 In support of his allegations, the applicant pointed out that his command failed to have him sign a CG-3307 (“page 7”) to acknowledge receiving proper SRB counseling when he signed the one-year extension contract on November 18, 2002. Therefore, the Board finds that the applicant has proved by a preponderance of the evidence that he was miscounseled in November 2002 that, if he extended...
The applicant alleged that this correction would make him eligible for the Zone B selective reenlistment bonus (SRB) promised in his February 27, 2003 reenlistment contract. The Board finds that had the applicant had been properly counseled, he would have reenlisted for six years on March 1, 2003 for an SRB under ALCOAST 329/02. His record shall be corrected to show that he reenlisted for six years on March 1, 2003, rather than February 27, 2003, to receive a Zone B SRB with a multiple of...
He recommended that the Board void the applicant's March 22, 2002 reenlistment contract and reinstate his extension of enlistment due to expire on May 26, 2003. At his option, the applicant's reenlistment contract dated March 22, 2002 shall be corrected to show that he reenlisted on March 22, 2003 for 5 or 6 years. His record shall be further corrected to show that he is eligible to receive a Zone B SRB under ALCOAST 329/02.
This final decision, dated April 15, 2004, is signed by the three duly appointed APPLICANT’S REQUEST AND ALLEGATIONS The applicant asked the Board to correct his military record to make him entitled to a Zone B selective reenlistment bonus (SRB)1 with a multiple of 2.5 instead of the 2.0 multiple he actually received. Coast Guard members who have at least 6 but no more than 10 years of active duty service are in “Zone B.” Article 3.C., Coast Guard Personnel Manual. This provision...
