SUMMARY OF THE RECORD

The applicant asked that his record be corrected in a manner that would permit him to
receive the Zone B selective reenlistment bonus (SRB) that was promised to him when he
reenlisted on December 11, 2001. The applicant was ineligible to receive the Zone B SRB when
he reenlisted on December 11, 2001, because he was not in pay grade E-5 or higher, as required
by the SRB regulation. In addition, there appears to have been no reason for the applicant's
reenlistment on this date since his previous reenlistment contract did not expire until August
16, 2002. He was promoted to BM2 on July 1, 2002.

The Chief Counsel stated that the applicant's record supports his allegation that he was
improperly counseled that he would receive a Zone B SRB when he reenlisted on December 11,
2001. Therefore, he recommended that the Board correct the applicant's record to show that
upon the expiration of his August 17, 1998 four-year reenlistment, the applicant reenlisted for
six years on August 16, 2002, for the Zone B SRB that was available under ALCOAST 329/02.

FINDINGS AND CONCLUSIONS

The Chief Counsel admitted and the Board finds that the applicant was incorrectly
promised a Zone B SRB, for which he was not eligible, when he reenlisted on December 11,
2001. However, correcting the applicant's record in the manner recommended by the Chief
Counsel will allow him to receive a Zone B SRB. Accordingly, the applicant is entitled to the
relief below.

ORDER

The application of XXXXXXXXXXXXXXXXX, USGC, for correction of military record is
granted. His reenlistment contract dated December 11, 2001, shall be corrected to show that he
reenlisted for six years on August 16, 2002, for which he received a Zone B SRB with the
appropriate multiple, pursuant to ALCOAST 329/02. The Coast Guard shall pay the applicant
the amount due him as a result of this correction.

On December 12, 2002, the Chief Counsel of the Coast Guard recommended that the Board grant the applicant’s requested relief because the record supports the applicant’s allegation that he was improperly counseled.
