  FINAL DECISION 

 
The applicant, a telecommunications specialist second class (TC2; pay grade E-5), asked the 
 
Board to correct his record to show that while in pay grade E-4 he reenlisted for six years on January 
28, 2000, to be eligible for a Zone A selective reenlistment bonus (SRB).  The applicant requested that 
the Board cancel the six-year reenlistment contract he signed on February 1, 2000 (the same date he 
was advanced to TC2) in which he received a Zone B SRB with a multiple of one-half. The corrective 
action will allow the applicant to receive a Zone A SRB with a multiple of 3.  The applicant claimed 
that he was incorrectly counseled that he was ineligible for a Zone A SRB because he had two years of 
prior active duty. The applicant‘s CO stated that the applicant misunderstood the SRB counseling. 
The  CO  believes  that  the  applicant  would  have  reenlisted  prior  to  January  30,  2000  (his  sixth 
anniversary on active duty) if he had understood that he would not be eligible for a Zone A SRB after 
that date.  The CO stated that the applicant has demonstrated his commitment to the Coast Guard by 
his excellent performance and his six-year reenlistment on February 1, 2000. 
 

The  Chief  Counsel  stated  that  the  applicant  has  suffered  an  injustice.  He  stated  that  the 
applicant  intended  to  reenlist  for  the  maximum  SRB  for  which  he  was  eligible.    However,  the 
applicant failed to do so because he did not understand that to be eligible for the Zone A SRB he had 
to reenlist by his sixth anniversary on active duty.  
 

FINDINGS AND CONCLUSIONS 

 

The  Board  finds  the  applicant  has  suffered  an  injustice  because  the  SRB  eligibility 
requirements were not clearly explained to him. If the applicant had understood the SRB eligibility 
requirements,  he  would  have  reenlisted  for  a  Zone  A  SRB  under  ALCOAST  184/99  within  three 
months of his sixth anniversary on active duty.   
 

ORDER 

 
 
The military record of         , shall be corrected to show that he reenlisted for six years on 
January 28, 2000, for a Zone A SRB with the appropriate multiple. The February 1, 2000 reenlistment
