other available evidence, the Army Discharge Review Board determined that
you were properly and equitably discharged. Accordingly, your request for
a change in the character and/or reason of your discharge is denied.
You may reapply to the Army Discharge Review Board for a personal
appearance hearing and/or you may apply to the Army Board for Correction of
Military Records. Enclosed are the necessary applications for requesting a
review from both boards. If you choose to apply to the Army Board for
Correction of Military Records you must do so within three years from the
date of this letter.
Be advised that the Army Discharge Review Board operates on a 15-year
statute of limitations from the date of discharge; therefore, you must
reapply within this time frame for a hearing.
If you believe that the decision in your case is unclear, not
responsive to the issues raised, or does not otherwise agree with the
decisional document requirements of DoD Directive 1332.28, you may submit a
complaint in accordance with Enclosure 5 of that Directive. The complaint
procedure does not permit you to challenge the merits of the decision, but
is designed solely to ensure that the decisional document meets applicable
requirements for clarity and responsiveness. You may obtain a copy of DoD

PART IV - PREHEARING REVIEW
SECTION A-ANALYST’S ASSESSMENT
l. Facts and Circumstances:
a. Evidence of record shows that the unit commander notified the
applicant of initiation of separation action under the provisions of
Chapter 5-8, AR 635-200, by reason of involuntary separation due to
parenthood with an honorable discharge. He was advised of his rights. The
applicant waived his right to consult with legal counsel, was advised of
the impact of the discharge action, and did not submit a statement in his
own behalf. The unit commander subsequently recommended separation from
the service and waiver of further rehabilitative efforts. On undated, the
separation authority waived further rehabilitative efforts and directed
that the applicant be discharged with a characterization of service of
honorable.
b. On 7 April 2004, the applicant was discharged. At the time of
discharge, the applicant had completed 4 years, 3 months, and 3 days of
active military service in the period under review.
2. Legal/Regulatory Basis for Separation Action: Army Regulation 635-200
provides the basic authority for the separation of enlisted personnel.
Paragraph 5-8 provides that a soldier may be separated when parental
obligations interfere with fulfillment of military responsibilities.
Specific reasons for separation because of parenthood include inability to
perform prescribed duties satisfactorily, repeated absenteeism, late for
work, inability to participate in field training exercises or perform
special duties such as CQ and Staff Duty NCO, and nonavailability for
worldwide assignment or deployment according to the needs of the Army.
Unless reason for separation requires a specific characterization, a
soldier being separated for the convenience of the government will be
awarded a character of service of honorable, under honorable conditions or
an uncharacterized description of service if in entry-level status.

propriety and the ADRB has not otherwise relied upon an
issue of propriety to change the discharge.

(1) The issue is rejected. The Board carefully examined the
applicant’s record of service during the period of enlistment under review.
Individuals are assigned RE codes based on their service records or the
reason for discharge. The applicant was appropriately assigned an RE code
of 3 because he was separated under the provisions of AR 635-200, Chapter 5-
8, by reason of parenthood. Army regulations stipulate that individuals
separated by reason of parenthood will receive an RE code of 3. This Board
found no bases upon which to change the applicant’s reason for discharge
because it was properly based upon his inability to provide a family care
plan and his unavailability for worldwide deployment. An RE Code of 3
indicates that the applicant requires a waiver prior to being allowed to
reenlist. This Board is not empowered to change RE codes. If the
applicant desires to reenlist, he should contact the local recruiter to
determine his eligibility to reenlist. Those individuals can best advise a
former service member as to the needs of the Army at the time, and are
required to process waivers of RE codes. The Board, being convinced that
the reason of discharge and the characterization of service were both
proper and equitable, voted to deny relief.
