                         PART IV - PREHEARING REVIEW

                       SECTION A-ANALYST’S ASSESSMENT
l.  Facts and Circumstances:

      a.  The evidence of record shows that on 6 September 1994, the unit
commander notified the applicant of initiation of separation action under
the provisions of Chapter l3, AR 635-200, by reason of unsatisfactory
performance, with a general, under honorable conditions discharge.  She was
advised of her rights.  The applicant consulted with legal counsel, was
advised of the impact of the discharge action, and did not submit a
statement in her own behalf.  The unit commander subsequently recommended
separation from the service and waiver of further rehabilitative efforts.
The intermediate commander reviewed the proposed discharge action and
recommended approval with an honorable discharge.  On 15 September 1994,
the separation authority waived further rehabilitative efforts and directed
that the applicant be released from active duty with a characterization of
service of honorable and transferred to the Individual Ready Reserve (IRR).


      b.  On 19 October 1994, the applicant was released from active duty
and transferred to the Individual Ready Reserve (IRR).  At the time of
release, the applicant had completed 1 year, 4 months, and 22 days of
active military service.

2.  Legal/Regulatory Basis for Separation Action:  Army Regulation 635-200
sets forth the basic authority for the separation of enlisted personnel.
Chapter 13 contains the policy and outlines the procedures for separating
individuals for unsatisfactory performance, and provides, in pertinent
part, that commanders will separate a member under this chapter when, in
the commander's judgment, the member will not develop sufficiently to
participate satisfactorily in further training and/or become a satisfactory
soldier.  Army policy states that a general discharge, under honorable
conditions is normally considered appropriate, but an honorable discharge
may be granted in meritorious cases.

        (2)  The issue is accepted.  The Board noted that the separation
authority approved the applicant’s release from active duty with an
honorable characterization of service.  The characterization of service
approved was improperly changed by an authority involved in the separation
process.  In view of the foregoing, the Board determined that the
characterization of service is improper.  Accordingly, the Board voted to
upgrade the characterization of service to fully honorable.

      b.  Equity:      The parenthetical number(s) below correspond(s) to
                   the issue number(s) on the DD Form 293, or in Part VI,
                   Paragraph 1, above.

        (3)  The issue is accepted.  The Board noted that the applicant was
released from active duty for the sole reason of a failure to meet the
minimum standards of the Army’s Physical Fitness Test.  Regulations
currently in effect list the reason for the applicant’s release from active
duty as “Physical Standards.”  Accordingly, the Board voted to change the
narrative reason on the DD Form 214 to “Physical Standards” with a
corresponding separation code of “LFT.”
