                       SECTION A-ANALYST’S ASSESSMENT
l.  Facts and Circumstances:

      a.  Evidence of record shows that on 10 April 2003, DA, HQ, 77th
Regional Support Command, Fort Totten, New York, Orders 03-100-00026
discharged the applicant from the United States Army Reserve, effective
date 10 April 2003, with a characterization of service of under other than
honorable conditions discharge.  The specific facts and circumstances
pertaining to the applicant’s discharge are not contained in the available
records.

      b.  On 10 April 2003, the applicant was discharged.  At the time of
discharge, the applicant had completed 1 year, 6 months, and 12 days of
active military service in the period under review and had a total of 2
years, 4 months and 27 days of active military service.

2.  Legal/Regulatory Basis for Separation Action:  Army Regulation 135-178
provides for the separation of members of the Army National Guard and Army
Reserve when it is determined that a service member is unqualified for
further military service.

        (1)  The issue is rejected.  The applicant’s record is void of
facts and circumstances concerning events that led to a discharge from the
Reserve of the Army.  The evidence of record shows that on 10 April 2003,
DA, HQ, 77th Regional Support Command, Fort Totten, New York, Orders 03-100-
00026 discharged the applicant from the United States Army Reserve,
effective 10 April 2003, with a characterization of service of under other
than honorable conditions.  The Board noted the applicant’s contentions;
however, neither the available record nor the applicant have revealed the
nature or seriousness of the offense(s) for which she was discharged, and
the Board was compelled to presume government regularity in the discharge
process.  If the applicant is still interested in obtaining a copy of her
Line of Duty Investigation and associated medical records, she should make
application directly to St. Louis on Standard Form (SF) 180 (Request
Pertaining to Military Records).  A SF 180 is enclosed for the applicant’s
use.  The Board, being convinced that the reason for discharge and the
characterization of service were proper and equitable, voted to deny
relief.
