1. Summary of facts and circumstances concerning discharge:
940621: Psychological testing diagnosed the applicant with: AXIS I -
adjustment D/O with depressed mood and AXIS II - personality
disorder with depressed traits.
940812: Unit commander notified the applicant of initiation of separation
action under the provisions of Chapter 5, AR 635-200, personality
disorder. He was advised of his rights.
940818: Applicant acknowledged notification, consulted legal counsel and did
not submit a statement in his own behalf.
940823: Unit commander recommended separation with an honorable discharge.
Undated: Intermediate commander recommended approval with an honorable
discharge.
Undated: Separation authority waived rehabilitation and approved separation
with an honorable discharge.
940825: CPT, JA, Chief Administrative Law determined the separation to be
legally sufficient.
940914: Applicant was discharged.

          a. Propriety:    The applicant has not submitted an issue of propriety and the ADRB has not otherwise relied upon an issue of propriety to change the discharge.

(1),(2),(3) The issues are rejected. The Board noted that the applicant was discharged for a personality disorder under the provisions of Chapter 5, AR 635-200. Soldiers discharged under this chapter receive an honorable discharge unless they have been convicted at a general court martial or received more than one special court martial. Finding no evidence of any court martial convictions, the Board found the characterization was proper. The Board was satisfied that the reason for discharge was proper and equitable, and to change it would be inappropriate.
