911210: Unit commander notified the applicant of initiation of separation
action under the provisions of Chapter 14, AR 635-200, for misconduct -
abuse of illegal drugs. He was advised of his rights.
920204: Separation authority approved separation with an under other than
honorable conditions discharge.
920210: Applicant was discharged.

2. Finding(s), conclusion(s), and reason(s) for the Board's decision(s) on issues of propriety and/or equity:

          a. Propriety:    The parenthetical number below corresponds to the issue
 number on the DD Form 293, or in Part VI, Paragraph 1, above.

(5) The issue is accepted. The Board noted that the separation authority approved the applicant’s separation for a pattern of misconduct. However, on his DD Form 214, the reason for discharge was improperly changed to misconduct - abuse of illegal drugs, by an authority involved in the discharge process. Regulations currently in effect list the reason for the applicant’s discharge as misconduct. Therefore, the Board voted to change the reason for separation to misconduct.
