a. Propriety:   The parenthetical numbers below correspond to the issue numbers                            on the DD Form 293, or in Part VI, Paragraph 1, above.

         (1) The issue is accepted. The Board concluded that the administrative discharge proceedings contained limited use information that was initially introduced by the government into the discharge proceedings and the applicant’s discharge was based on those proceedings. Army regulations mandate the issuance of an honorable discharge in such cases. Consequently, the Board voted to change the characterization of Service to fully honorable. The Board was satisfied that the reason for discharge was proper and equitable and voted not to change it.

         b. Equity:       The applicant has not submitted an issue of equity and the ADRB has not otherwise relied upon an issue of equity to change the discharge.
