951129: Unit commander in consultation with the Clinical Director/ADAPCP
declared the applicant rehabilitation failure.
960220: Unit commander notified the applicant of initiation of separation
action under the provisions of Chapter 9, AR 635-200, alcohol abuse
rehabilitation failure. He was advised of his rights.
960326: Separation authority approved separation with a general under honorable
conditions discharge.
960412: Applicant was discharged.

2. Finding(s), conclusion(s), and reason(s) for the Board's decision(s) on issues of propriety and/or equity:

          a. Propriety:    The applicant has not submitted an issue of propriety and the ADRB has not otherwise relied upon an issue of propriety to change the discharge.

         b. Equity:       The parenthetical numbers below corresponds to the issue numbers on the DD Form 293, or in Part VI, Paragraph 1, above.

(1),(2) The issues are rejected. The Board examined the applicant's record of service during the period of enlistment under review. There was a full consideration of all faithful and honorable service as well as infractions of discipline, the extent thereof, and the seriousness of the offenses. The applicant, by violating the Army’s alcohol abuse policies, compromised the special trust and confidence placed in the soldier at the time. The applicant had a duty to support and abide by the Army’s alcohol policies and not abuse alcohol. The Board found that the chain of command did provide the applicant with adequate rehabilitative opportunities and that further efforts were not practical, rendering the applicant a rehabilitation failure. By abusing alcohol, the applicant knowingly risked a military career. This misconduct diminished the quality of his service below that meriting a fully honorable discharge and the Board voted to deny relief.
