IN THE CASE OF:
BOARD DATE: 1 October 2015
DOCKET NUMBER: AR20150002182
THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:
1. Application for correction of military records (with supporting documents provided, if any).
2. Military Personnel Records and advisory opinions (if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show her award of the Honorable Order of Saint Christopher.
2. The applicant states she received the award after she signed her DD Form 214 on 4 June 2013, so it had not yet been added to her DD Form 214.
3. The applicant provides copies of the Honorable Order of Saint Christopher certificate and her DD Form 214.
CONSIDERATION OF EVIDENCE:
1. The applicant accepted an appointment in the U.S. Army Reserve as a Reserve commissioned officer on 30 April 2009 in the Transportation Corps. She entered active duty on 4 May 2009.
2. She provided a copy of an Honorable Order of Saint Christopher certificate, dated 7 June 2013, showing she was duly initiated into the Honorable Order of Saint Christopher as a member of the Order of Transporters.
3. She was honorably released from active duty on 4 August 2013 and was transferred to the U.S. Army Reserve Control Group. She was credited with completing 4 years, 3 months, and 1 day of net active service. Her DD Form 214 lists the:
* Army Commendation Medal (2nd Award)
* Army Achievement Medal (2nd Award)
* National Defense Service Medal
* Afghanistan Campaign Medal with two bronze service stars
* Global War on Terrorism Service Medal
* Army Service Ribbon
* North Atlantic Treaty Organization Medal
4. Army Regulation 600-8-22 (Military Awards) prescribes Department of the Army (DA) policy, criteria, and administrative instructions concerning and individual and unit military awards. The regulation does not include provisions for the Honorable Order of Saint Christopher.
5. The Transportation Corps Regimental Association, Fort Eustis, VA, states during the Transportation Corps Week 98, the Chief of Transportation approved the Military Order of Saint Christopher to recognize those individuals who have made significant contribution to the U.S. Army Transportation Corps. The Order of Saint Christopher was established with two levels, the Ancient Order and the Honorable Order. The Honorable Order of Saint Christopher recognizes those individuals who have demonstrated the highest standards of integrity and moral character, displayed an outstanding degree of professional competence, and served the Transportation Corps with selflessness.
DISCUSSION AND CONCLUSIONS:
The applicant was awarded the Honorable Order of Saint Christopher on 7 June 2013 by the Chief of Transportation in recognition of her service to the Transportation Corps. This recognition is not listed on her DD Form 214. Only Federally-recognized individual and unit awards are listed on the DD Form 214. The Honorable Order of Saint Christopher does not meet this criterion.

The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show she was awarded a second Joint Service Commendation Medal (JSCM). Her record contains orders showing she was awarded the JSCM on 1 August 2013 for the period 15 June 2012 to 12 February 2013. Her DD Form 214 should be corrected to show two awards of the JSCM.

Also on 3 August 2011, the applicant executed an oath office, at Ann Arbor, MI, recording the date of acceptance of appointment as a Reserve commissioned officer of the Army on that date. a. Paragraph 2-2 states that the effective date of Federal recognition for original appointment is the date on which the commissioned officer executes the oath of office in the State. However, the evidence of record shows the applicant executed an NGB Form 337 for appointment in the State on 21 September...

On 30 April 2008, the Professor of Military Science, U.S. Army ROTC Battalion, UND, recommended the applicant be disenrolled from the ND ROTC program because she had not been admitted into her upper division nursing program at Saint Mary's College. It stated that the applicant was disenrolled from the ROTC program under the provisions of Army Regulation 145-1, paragraphs 3-43a(16). The evidence of record shows she was awarded the ARCOM (2nd Award) by permanent orders. Therefore, it would be appropriate to award her the AGCM (1st Award), for the period 14 June 2013 to 13 June 2014, and to correct her DD Form 214 to show it. Therefore, the Board determined that the overall merits of this case are insufficient as a basis for correction of the records of the individual concerned by: a. awarding the Army Good Conduct Medal (1st Award) for the period 14 June 2013 through...

Based on this information, the applicants request for the Cold War Recognition Certificate will not be discussed any further in this Record of Proceedings and is not recorded on the DD Form 214. The evidence of record shows that certificates of achievement are not awards. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by: a. awarding the applicant the Army Good Conduct Medal (1st Award) for the period 16 September 1988...

The applicant requests, in effect, correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show award of Distinguished Service Medal (DSM) and only one award of the Legion of Merit (LOM). A review of the applicant's Official Military Personnel File shows she was awarded the LOM (2nd Award) as an interim award at the time of separation for the purpose of retirement. This evidence is sufficient to correct her records to show this award.

The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show an additional award of the Army Commendation Medal. DISCUSSION AND CONCLUSIONS: The evidence clearly shows a fourth Army Commendation Medal was awarded to the applicant after her discharge; therefore, it was not included on her DD Form 214. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding the Army...

A review of the available records failed to show evidence of any orders awarding her the Army Commendation Medal (2nd Award). Therefore, in the absence of such orders there appears...
